Gov. Gwen Garcia has found the secret in finally moving forward with the problem of Capitol-owned lots in Cebu City that have been occupied by city residents.
She has enlisted the services of Pag-Ibig Fund which will pay the Capitol up front the zonal valuation of the Capitol lots in OPRRA and 93-1 properties; while those qualified beneficiaries will repay Pag-Ibig Fund under the agency’s more flexible paying terms of up to 30 years.
On April 2, Gov. Gwen and Pag-Ibig Fund Cebu Housing Business Center Department Manager Wilmer Lirazan executed a “Kaliwaan” where the Capitol received from Pag-Ibig Fund the purchase price of 16 lots occupied by 16 households in the amount of P22.3 million.
In return, Pag-Ibig Fund received from the Capitol the deeds of sale covering the said lots.
Cebu City Mayor Raymond Alvin Garcia graced this historic event which has finally given these 16 households peace of mind over their occupied lots, something which previous governors and past city mayors failed to achieve.
“This will be the beginning of a situation wherein you will finally own your land and you will finally have a title to your land. This just shows nga with cooperation, tinabangay, makab-ot gyud diay nato ang atong pangandoy,” Mayor Garcia said.
The approved loans will now enable the occupants to acquire land titles of the Capitol-owned lots in Cebu City where they had built their homes for decades now.
“Once a house, now a home. Sauna yuta rana, pero karon property nga atong i-treasure hangtod sa atong mga apo,” said Marlyn Brigoli, who was one of the 16 households which completed their loan application with Pag-Ibig.
The Kaliwaan System streamlines payments for Capitol-owned lots by ensuring a secure and efficient process. The Capitol prepares the Deed of Sale, while Pag-IBIG handles the loan checks in payment for the lots.
Included in this framework are OPRRA lots and 93-1 properties.
Under Provincial Ordinance No. 93-1 passed by the Provincial Board in 1993, the Capitol now sells its properties in Cebu City to the occupants at zonal valuation by the BIR.
Such 93-1 lots cover a total area of 51 hectares located in the Barangays of Busay, Luz, Lahug, Mabolo, Apas, Lorega, Kasambagan, Capitol Site, Tejero, Kamputhaw, and Kalunasan in Cebu City. | MARM
