Gov. Gwen Garcia has ordered the San Fernando-based Solid Earth Development Corp. (SEDC) to cease-and-desist from carrying “all earth-moving operations” within its MPSA areas for the next 30 days starting January 10, 2025.
The CDO, contained in Executive Order No. 3 Series of 2025, is intended to give way for the conduct of an environmental audit, comprehensive area risk assessment, and the determination of the carrying capacity of the MPSA area.
Solid Earth is a quarry company that supplies the quarry demands of the nearby cement manufacturer Taiheiyo Cement Philippines, also based in San Fernando.
This preventive measure is taken by the Capitol to ensure the safety of communities living within or near the quarry sites and avoid a similar deadly landslide that took place near quarry sites in the City of Naga in 2018.
