Cebu Gov. Gwen Garcia has extended the cease-and-desist order (CDO) that she had initially issued against Apo Land and Quarry Corp. (ALQC) on all its “earth-moving operations” in its quarry sites in the City of Naga.
Executive Order No. 2 Series of 2025, which the Governor signed on January 9, states that the ongoing environmental audit, comprehensive area risk assessment, and the determination of carrying capacity of the Mineral Production Sharing Agreement (MPSA) areas of ALQC still needed more time to complete.
Such procedures, which began while the first CDO was implemented, will be continued while the second CDO will take effect, beginning January 10, tomorrow.
An MPSA is an agreement where the Government grants to the contractor the exclusive right to conduct mining operations within a contract area and shares in the gross output.
It can be recalled that in September 2018, at least 77 died with several others went missing after a landslide happened within the MPSA area of ALQC in the City of Naga, raising concerns over its compliance with safety standards and regulations in its operations.
On December 2 last year, Gov. Gwen issued Executive Order No. 22 which ordered the first 30-day CDO against ALQC within all its MPSA areas starting December 3.
ALQC is CEMEX Philippines’ principal supplier of limestone, clay and greywacke which are raw materials for cement production of its plant based in the City of Naga.
The Governor calls on the City Government, the Cebu Provincial Police Office, DENR-EMB, and MGB to enforce the EO No. 2.
