Gov. Gwen Garcia, consistently ranked as the Number One Governor in the Country, has received the “𝗟𝗮𝘂𝗿𝗲𝗹 𝗼𝗳 𝗘𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗔𝘄𝗮𝗿𝗱” for being the “𝗢𝘂𝘁𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗲𝗿𝘃𝗮𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗬𝗲𝗮𝗿 𝟮𝟬𝟮𝟯”.
The independent, non-commissioned national survey conducted by RP Mission and Development Foundation Inc. gave Gov. Gwen an astounding 95.30% rating — the highest rating among the country’s 82 governors.
The trophy, personally handed by officials of RPMDFI during their visit at the Capitol on February 28, recognizes Gov. Gwen’s “visionary leadership, unwavering commitment, and profound impact on the lives of her constituents” which “stands as a testament to what it means to be an outstanding public servant.”
“This honor reflects not only the public’s overwhelming support but also Governor Garcia’s unparalleled performance and trust ratings, consistently securing her position as the leading Governor of the Philippines,” an accompanying certificate reads.
“Her governance philosophy, encapsulated by the mantra ‘Buhat Ang Pasultihon’ (Action, Not Words) tells who she is, highlights her pragmatic and results-focused approach to leadership,” it added.
The evaluation was meticulously structured to encompass a comprehensive range of parameters, each designed to assess the multifaceted responsibilities of a Governor thoroughly.
Among these areas are governance and administrative efficiency; economic development; social welfare; public safety and order; environmental sustainability; public health; education and culture; public engagement and satisfaction; innovation and technology adoption; and equity and inclusivity.
Conducted autonomously over the period of September 20-30, 2023, the survey encompassed a demographically diverse group of 10,000 registered voters. The survey’s design ensured a high degree of accuracy, with a statistical margin of error set at ±1 percent and a confidence level of 95%.
