The Cebu Provincial Board, presided by Vice Governor Hilario Davide III, has approved the Supplemental Budget No. 3 of the Provincial Government that has a total allocation of P79.6 million.
It was passed on first, second, and third readings within the same session day on December 16, on the strength of a certificate of urgency attached to it by Gov. Gwen Garcia.
During the session, Board Member Red Duterte, a member of the Committee on Budget and Appropriations, revealed that the supplemental budget will provide a P40,000 Christmas bonus to 1,285 Capitol employees who are either appointed staff, permanent workers, casuals, and those with co-terminus status.
Of the amount, P25,000 would be covered by the Collective Negotiation Agreement (CNA) incentive, while the remaining P15,000 will be charged against Service Recognition Incentive (SRI) as authorized by Administrative Order No. 27 issued by President Ferdinand Marcos Jr.
An additional P5,000, which had already been provided for in the annual budget, will also be added as a Productivity Enhancement Incentive (PEI).
Job order employees — 1,880 of them — will each receive P15,000 as Premium and Gratuity Pay subject to COA-DBM Joint Circular No. 2, s. 2020 as amended by JC No. 2, s. 2022 and/or AO No. 13 on Gratuity Pay.
The Capitol workforce includes personnel from both the executive and legislative branches, as well as staff involved in revenue-generating enterprises and social services.
