The Cebu Provincial Board has authorized Acting Governor Hilario Davide III to sign a memorandum of agreement, on behalf of Gov. Gwen Garcia, with the Department of Social Welfare and Development Secretary Rex Gatchalian for the Technical Assistance and Resource Augmentation or TARA program.
The resolution was passed during a special session held on September 10 presided by Board Member Mike Villamor. Of the 11 board members that were present at the session, seven joined via Zoom while four were physically present.
DSWD’s TARA program aims to enhance the capabilities of local social welfare and development offices (LSWDOs) through non-monetary interventions like training, orientation, workshops, and coaching. It focuses on improving the knowledge and skills of local staff to deliver more effective social welfare programs.
Additionally, the program includes resource augmentation, offering support in the form of supplies, funding, and human resources during disaster response and recovery efforts.
Board Member Doc Stanley Caminero, who authored the resolution, emphasized the importance of the TARA program in strengthening the capacity of local social welfare officers.
“Ang epekto man gud niini, kon maayo ang pag-train sa atoa nga mga tawo nga maoy atoang pahimuon sa trabaho, paadtuon sa komunidad, paadtuon sa kabalayan — makalaum ta maka-expect ta nga ang resulta ana mas accurate ba,” Doc Caminero told 𝗦𝘂𝗴𝗯𝗼𝗡𝗲𝘄𝘀.
Acting Gov. Davide and DSWD Secretary Gatchalian are scheduled to sign the MOA on September 13.
Gov. Garcia is on leave to spend time with her family after a very busy month-long founding anniversary celebration in August. | BJR
