The Provincial Government has sought for an official representation at the Toll Regulatory Council (TRC) of the Cebu–Cordova Link Expressway (CCLEX) after the Capitol was left out of its composition.
During a meeting on June 29, Gov. Gwen Garcia reasoned with Cebu-Cordova Link Expressway Corp. (CCLEC) president and general manager Allan Alfon that the Province deserves some say at the TRC given that the Municipality of Cordova is part of the Province and that most of the bridge’s daily users are constituents of the Province of Cebu.
In response, Alfon said they are open to giving the Provincial Government two seats at the TRC, adding that they are willing to work with the Capitol by passing the necessary amendments in the TRC’s composition.
Currently, there are only five members at the toll council: one each from the LGUs of Cebu City and Cordova, and three are appointed by CCLEC.
“The province, in this particular composition, was left out, forgetting the fact that perhaps 80 to 85 percent of those that use the bridge are coming not just from the City of Cebu and Municipality of Cordova,” Gov. Gwen said.
Members of the Provincial Board, who also attended the meeting, said they will pass a PB resolution to make the Capitol’s request formal and official. They are Board Members Carmela Franco, Glenn Soco, and Raul Bacaltos — heads of different relevant PB committees.
Based on the joint venture agreement between Cebu City, Cordova, and CCLEC, the Province was not included in the governing board of the bridge; hence the absence of its representation at the TRC. | Carlo Lorenciana
