The Cebu Provincial Government, through the Provincial Youth Commission (PYC), in collaboration with the Office of Second District Representative Wilfredo Caminero, successfully held the first “Pakiglambigit: The 2nd District Youth Congress 2019.”
At least 300 youths gathered for the three-day event held in the southern town of Boljoon from Feb. 15 to 17.
Gov. Hilario P. Davide III and Vice Gov. Agnes A. Magpale served as guest speakers during the opening ceremony of the youth congress, which was held at the municipal gym on Friday, Feb. 15.
The participants were Sangguniang Kabataan (SK) officers of the towns under the province’s second district, namely, Argao, Dalaguete, Alcoy, Boljoon, Oslob, Santander, and Samboan.
PYC Executive Director Charlton James Canoy led the opening of this year’s second district youth congress.
Magpale said that the present generation of youth is lucky as they can now experience activities like a congress or other trainings for the young leaders.
“Pagkabulahan ninyo. You are the very lucky generation… Ang Lalawigan sa Sugbo gibuhi ang probisyon sa Constitution by creating the Provincial Youth Commission. Pakpakan nato si Governor Davide for this,” she said.
Magpale shared that she was only 28 years old when she was elected as vice mayor of Danao City.
Since there was nothing so much from the Province at that time, she had to go to Manila to take a six-week course on local administration and development program to become an effective leader.
“Ingon ana ang akong giagian all because I wanted to be a good leader. I wanted to be an effective leader inspite of my age,” the vice governor said.
When she was first elected as a Provincial Board member, she proposed committees for women, children and minors, and family.
Although Magpale’s colleagues, at that time, did not immediately approve these ideas, they eventually agreed that such committees were needed.
The governor shared her experience to inspire the young leaders to persevere true service to their constituents.
Magpale lauded the PYC for coming up with such an event that discussed topics including community development, conflict prevention and values transformation were included in the discussion.
The vice governor also talked about the programs of the Capitol designed for the youth, which include the Paglaum Scholarship.
“Ang atong programa sa lalawigan dili lang congress, and then that’s the end of it. We listen to your proposals. We will listen so we will know what else we can do for the youth of Cebu. We are listening to the needs of the youth. We belong to different generations but, like I told you I have a heart as young as yours and I have a mind as young as yours and I am willing to listen to whatever you will propose from my end and to the governor’s end,” she said.
Davide, in his speech, hopes that the youth gathering would help develop the youth. The congress is also an effective tool to learn more, to establish new friendships and to develop strong leadership skills.
“I always have greatest respect for the youth. Kami dinhi, once upon a time, mga youth man pud mi and sa among kasinatian, sa among naagian pud sa among kinabuhi daghan pud mig nakat-onan and I’m sure, kamo pud dinhi daghan pud mog makat-unan,” said the governor.
Davide shared a few accomplishments that he and Magpale made for the Cebu Province, including health, food security, education and tourism.
The governor showed to the youth that all these accomplishments can be made if there is an honest leader.
“Kinahanglan pilion gayud ninyo ang mga leader nga makahatag gayud og dakong serbisyo ug pangalagad sa inyong community. Importante kaayo (ang pagpili og leader) because in the future kamo man pud unya ang mamahimong leader sa inyong tagsa-tagsa ka mga lungsod,” said Davide. “You explore tanang possibilities sa inyong pagkabatan-on ba. Kining youth ra ba ka usa ra ta moagi, di na ta makabalik.”
Aside from Davide and Magpale, the youth gathering was also graced by Provincial Board Member Jose Mari Salvador, Boljoon Mayor Merlou Derama, Boljoon Vice Mayor Ervin Villanueva, Oslob Mayor Jose Tumulak, Samboan Association of Barangay Councils President Raymond Calderon and Argao Councilor Jonathan Villegas.
Derama thanked the PYC and its partners for organizing the activity in his town.
