Enabling Strategic Partnerships for Infrastructure and Development
The Public-Private Partnership Center of the Philippines (PPP Center) is the national government’s primary institution responsible for facilitating the country’s Public-Private Partnership Program and helping government agencies develop and implement infrastructure and development projects in partnership with the private sector.
Under Republic Act No. 11966, or the PPP Code of the Philippines, the PPP Center serves as the central coordinating and monitoring agency for PPP projects nationwide. The law provides a unified framework for the development, approval, procurement, and implementation of PPP projects at both the national and local levels, creating clearer rules for government agencies, local governments, investors, lenders, and project proponents.
The Center works with national government agencies, government corporations, financial institutions, state universities and colleges, and local government units to help transform development needs into viable PPP projects. Its support covers project preparation, technical assistance, advisory and facilitation services, capacity building, policy development, and project monitoring.
One of its key mechanisms is the Project Development and Monitoring Facility (PDMF), which supports implementing agencies in preparing well-structured and investment-ready PPP projects. This is particularly important for local governments seeking to develop major infrastructure or public-service projects but requiring specialized financial, legal, technical, and transaction expertise.
At its core, the PPP model allows government and private-sector partners to share responsibilities and risks in financing, designing, constructing, operating, or maintaining infrastructure and development projects. Under the PPP Code, the private partner’s investment recovery is linked to performance—making sound project preparation, transparent procurement, appropriate risk allocation, and strong governance essential to successful partnerships.
For Cebu, public-private partnerships can create new pathways for addressing infrastructure and development requirements while tapping the capital, technology, expertise, innovation, and operating capabilities of the private sector.
Potential PPP applications can extend across transportation, mobility, water, waste management, healthcare, digital infrastructure, government facilities, tourism-support infrastructure, economic zones, and other public services—provided projects are properly structured and deliver genuine public value.
At Cebu Economic Forum 4.0, the PPP Center joins the panel:
Its participation brings the critical government-project-development perspective to the discussion:
The session will also be followed by an MOA Signing between the PPP Center and the Province of Cebu, reinforcing the Forum’s goal of moving beyond discussion toward concrete institutional collaboration.
For Cebu, that partnership can help strengthen the bridge between:
Public need → Project preparation → Private capital → Implementation → Public value

The PPP Center’s mandate is particularly aligned with Cebu Economic Forum 4.0: creating an environment where government and private enterprise can work together transparently to turn development priorities into projects that can actually be financed and delivered.
