Paulo Uy

Head, Cebu Provincial Investment and Promotions Office

Investment Promotion • Economic Development • Public-Private Partnerships • Strategic Investments

Paulo Uy is the Head of the Cebu Provincial Investment and Promotions Office (CPIPO), leading the Province of Cebu’s efforts to attract domestic and international investment, facilitate strategic partnerships, and transform Cebu’s economic potential into concrete investment opportunities.

Working at the intersection of government, business, investors, financial institutions, and development partners, Uy plays a central role in strengthening Cebu’s investment proposition and helping businesses navigate opportunities across the province. His work encompasses investment promotion, investor facilitation, economic development, public-private collaboration, and the identification of projects that can generate jobs, strengthen industries, and create lasting economic value for Cebuanos.

A major focus of his current work is moving Cebu from simply promoting its advantages to becoming increasingly investment-ready.

Under this direction, the Province has been exploring public-private partnerships and joint ventures involving strategically located provincial properties and other development opportunities. Uy has publicly invited local and international investors to consider projects involving provincial assets, including initiatives that can support infrastructure, economic zones, food security, government facilities, and new centers of economic activity.

At the Cebu International Investment Summit 2026, he discussed opportunities involving high-value Capitol properties and emerging initiatives such as a proposed Provincial Investment and Economic Code and the establishment of economic zones—mechanisms intended to create a clearer and more competitive environment for investors.

His office has also helped facilitate strategic private-sector partnerships supporting Cebu’s modernization. These include collaborations involving digital payments and connectivity, reflecting a broader investment agenda in which technology and infrastructure are treated as important foundations of competitiveness.

Uy’s work is ultimately built around a practical economic-development question:

How can Cebu convert interest into actual investment?

For him, investment promotion goes beyond marketing the province. It requires identifying viable opportunities, preparing projects, improving the investment environment, connecting investors with government and local partners, and ensuring that economic opportunities can move from conversation to commitment—and from commitment to execution.

CEBU ECONOMIC FORUM 4.0

Paulo Uy plays two important roles at Cebu Economic Forum 4.0.

On September 8, he will present:

THE CEBU’S ECONOMIC LANDSCAPE OF OPPORTUNITY

The session will provide delegates with a closer look at Cebu’s investment landscape, strategic assets, emerging opportunities, and areas where businesses and investors can participate in the province’s next phase of growth.

On September 9, he will lead the:

FORUM SYNTHESIS AND ADOPTION OF RECOMMENDATIONS AND ACTIONS

This concluding session will consolidate the Forum’s major insights, investment opportunities, recommendations, and proposed actions—helping ensure that two days of strategic conversation translate into clear next steps.

For Paulo Uy, the objective is straightforward:

Position Cebu competitively. Prepare the opportunities. Connect the investors. Build the partnerships. Turn potential into projects.
