Governor, Province of Cebu
Governor Pamela S. Baricuatro is the Governor of the Province of Cebu, leading one of the Philippines’ most important regional economies with a governance philosophy centered on service, transparency, inclusivity, and people-focused development.
She was elected Governor in May 2025 and officially proclaimed after receiving 1,107,924 votes, defeating then-incumbent Governor Gwendolyn Garcia by more than 342,000 votes. Her victory marked her first successful bid for elective office and one of the most consequential political shifts in recent Cebu history.
Before entering government, Baricuatro spent nearly three decades with Cathay Pacific Airways, where she served as a Senior Flight Purser. Her years in international aviation provided extensive exposure to different cultures, cities, service environments, and standards of leadership. The Province of Cebu’s official biography also records her studies in Political Science at the University of San Carlos, law studies at the University of the Visayas, and executive education at the Harvard Kennedy School.
In 2015, she founded the Simply Share Foundation, a Cebu-based humanitarian organization focused on hunger alleviation, feeding programs, food recovery, and disaster response. The foundation has fed more than a million Cebuano children and established a food bank serving the Visayas and Mindanao that became part of the Global FoodBanking Network.
Since assuming office, Governor Baricuatro has prioritized areas including healthcare, education, food security, infrastructure, disaster preparedness, digitalization, and more disciplined provincial spending. Cebu’s approved 2026 budget increased funding for provincial hospitals, the Provincial Health Office, disaster risk reduction, and information and communications technology.
Economic development and investment promotion have also become major components of her administration. She has emphasized closer collaboration with Cebu’s business community, describing government and the private sector as equal partners in building Cebu’s future. Her administration is working to position Cebu as a more diversified hub for industry, trade, technology, tourism, and investment.
Governor Baricuatro has also pursued stronger international and regional economic relationships. In February 2026, she led an official provincial delegation to Fujian Province, China, with engagements involving investment, tourism, healthcare cooperation, people-to-people exchanges, and environmental technology. The visit also produced healthcare cooperation with Fujian University of Traditional Chinese Medicine and was followed by the resumption of direct Cebu–Fujian flights.
Her administration has likewise encouraged greater private-sector participation in tourism, including the March 2026 handover of the implementation of Suroy-Suroy Sugbo to private-sector leadership through the Cebu Tourism Council.
At Cebu Economic Forum 4.0, Governor Baricuatro represents the leadership perspective behind Cebu’s economic agenda.
Her central proposition is that economic growth should not be measured only by investment announcements or headline figures. It should translate into jobs, stronger industries, better infrastructure, improved public services, opportunities for communities, and a better quality of life for Cebuanos.
The challenge is therefore not simply to make Cebu grow.
It is to build a Cebu that is more competitive, more investment-ready, more connected, and more inclusive—while ensuring that the benefits of development reach the people the Province is meant to serve.
