𝐅𝐔𝐙𝐇𝐎𝐔 𝐂𝐈𝐓𝐘, 𝐅𝐮𝐣𝐢𝐚𝐧 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐞, 𝐂𝐡𝐢𝐧𝐚 — The Cebu Provincial Government delegation, led by Governor Pamela S. Baricuatro, began its official itinerary in Fujian Province with a visit to the Hongmiaoling Circular Economy Ecological Industrial Park, a globally recognized model for sustainable waste management and environmental protection.

The facility demonstrated how Fuzhou City systematically manages its waste through an integrated and science-based approach that prioritizes both public health and ecological preservation.
Designed as a “no open landfill” industrial park, Hongmiaoling processes nearly all collected waste through advanced treatment technologies, drastically reducing environmental impact while maximizing resource recovery.

During the tour, Cebu officials observed the park’s specialized plants that handle various waste streams, including household garbage, hazardous medical waste, plastics, kitchen waste, and construction debris. Each facility operates under strict environmental standards, ensuring that waste is either recycled, safely treated, or converted into usable energy.
A highlight of the visit was the park’s state-of-the-art waste-to-energy plant, regarded as among the most advanced in the world. Using high-efficiency incineration technology paired with rigorous emissions controls, the plant converts thousands of tons of waste daily into electricity that powers homes and industries — transforming what was once an environmental burden into a valuable resource.

Recognized as a benchmark facility across China, the Hongmiaoling park reflects Fujian Province’s long-term commitment to circular economy principles, where waste is minimized and materials are continually repurposed. The large-scale operation also underscores how strategic investments in environmental infrastructure can support rapid urban growth without compromising sustainability.
Governor Baricuatro emphasized that the visit aligns closely with her administration’s priority to address Cebu’s growing waste management challenges through innovative and future-ready solutions.
“As Cebu continues to progress, we must ensure that our development is sustainable,” the governor said. “Seeing facilities like Hongmiaoling inspires us to pursue modern systems that protect our environment while safeguarding the health and future of every Cebuano.”
She noted that learning from global best practices is essential as the province explores long-term strategies to reduce landfill dependence, improve waste segregation, and study technologies such as waste-to-energy.
The visit forms part of Cebu’s broader effort to strengthen international partnerships, exchange technical knowledge, and identify scalable solutions that support the province’s vision for resilient and environmentally responsible growth.
