The Bangko Sentral ng Pilipinas (BSP) has sought the assistance of Cebu Governor Pamela Baricuatro in facilitating the implementation of the Paleng-QR Ph Plus Program across the province.

The Paleng-QR Ph program, a joint initiative of the BSP and the Department of the Interior and Local Government (DILG), aims to strengthen the country’s digital payments ecosystem by promoting cashless transactions in public markets and local transport sectors, particularly tricycles.
BSP Central Visayas Director Anna Clara Oville told Governor Baricuatro that the program targets a broader market to expand digital payment acceptance in every city and municipality nationwide. She emphasized that this goal can be better achieved through the passage of local government ordinances supporting the initiative.
Governor Baricuatro welcomed the BSP’s request and expressed her full support for the program’s objectives. She said the provincial government is prepared to assist either through the issuance of an executive order or the enactment of a provincial ordinance.
“Cashless and digital transactions are the way forward for Cebu,” Governor Baricuatro said, noting that the Capitol is also working toward converting payments for fees and permits into digital platforms.
Based on data from the BSP website, as of December 31, 2025, at least 37 provinces nationwide have expanded the program’s coverage to their component local government units, bringing the total number of participating LGUs to 922.
Oville said that in Cebu, the cities of Cebu, Mandaue, and Lapu-Lapu have pioneered digital transactions under the program, with Danao City and the municipalities of Pinamungajan, San Francisco, Tudela, and Poro following suit.
