𝐂𝐄𝐁𝐔 𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐋𝐀𝐔𝐍𝐂𝐇𝐄𝐒 𝐅𝐀𝐈𝐓𝐇, 𝐀𝐆𝐑𝐈𝐋𝐈𝐍𝐊, 𝐀𝐍𝐃 𝐀𝐃𝐎𝐏𝐓-𝐀-𝐅𝐀𝐑𝐌 𝐏𝐑𝐎𝐆𝐑𝐀𝐌𝐒 𝐓𝐎 𝐁𝐎𝐎𝐒𝐓 𝐅𝐎𝐎𝐃 𝐒𝐄𝐂𝐔𝐑𝐈𝐓𝐘, 𝐑𝐔𝐑𝐀𝐋 𝐋𝐈𝐕𝐄𝐋𝐈𝐇𝐎𝐎𝐃𝐒
The Cebu Provincial Government on Thursday, Jan. 22, rolled out a package of major agriculture and livelihood initiatives aimed at strengthening food security, reducing poverty, and accelerating agricultural recovery across the province, in line with Gov. Pamela Baricuatro’s commitments to inclusive growth and resilient communities.

Launched in Danao City for the north, the programs — Food Always in the Home (FAITH), Agrilink Cebu, and the institutionalized Adopt-a-Farm Program — provided immediate support and long-term systems to help farmers, fisherfolk, and vulnerable households rebuild and sustain their livelihoods.
Beneficiaries from the 4th and 5th districts received vegetable seedlings, native chickens (manok bisaya), fish, animal feeds, and a lot more to support home food production and small-scale livelihood projects.

Gov. Baricuatro’s FAITH Program, created in response to the sharp increase in poverty incidence in Cebu over the past years following successive calamities and economic disruptions, is designed to ensure that every household has access to food while creating opportunities for supplemental income. Through backyard and community-based food production, FAITH promotes self-sufficiency, nutrition, and resilience at the household level.
Alongside FAITH, the Province also launched Agrilink Cebu, an online marketing and matching platform developed by programmers of the Capitol’s Information and Communications Technology Office (ICTO) that directly connects farmers, fisherfolk, and local producers with buyers. Through Agrilink, producers can post available products, while buyers can post their specific requirements, allowing both sides to negotiate directly and helping reduce dependence on middlemen.

To strengthen market access and logistics, the Province has also initially deployed two service vans to help transport agricultural produce from farms and fishing communities to buyers and key markets. These vans are intended to reduce post-harvest losses, improve delivery efficiency, and ensure that fresh produce reaches consumers more quickly.
During the program, Gov. Baricuatro assured the farmers and fishermen present that these programs are just the start and there will be more for the long-neglected sector, including construction of more farm-fo-market roads.
Danao City Mayor Ramon “Nito” Durano expressed gratitude to the governor and assured that they will back all her programs to achieve her goal of “no Cebuano will be left behind”.
Complementing these initiatives, Gov. Baricuatro has also institutionalized the Adopt-a-Farm Program through an executive order, making it part of Cebu’s Agricultural Economic Recovery Framework under the Kumbati Cebu Task Force. The program is designed to accelerate the rehabilitation of farmlands damaged by the recent earthquake, Typhoon “Tino,” and widespread flooding that disrupted food production, irrigation systems, and rural livelihoods.

Under Adopt-a-Farm, public and private sector partners, civil society groups, academic institutions, and development partners are encouraged to directly support affected farms, commodities, or agricultural zones. Assistance may include land clearing and rehabilitation, provision of seeds, fertilizers, equipment, irrigation and farm road repairs, deployment of agricultural technologies, access to financing and insurance, and market linkage support.
Together, FAITH, Agrilink, and Adopt-a-Farm under the Provincial Agricultur Office reflect the Baricuatro administration’s integrated approach to food security, poverty alleviation, and agricultural development — combining immediate household support, improved market systems, and long-term recovery and resilience for Cebu’s farming and fishing communities. | CAPITOL PIO
