Cebu Province Forms Provincial Poverty Reduction Action Committee via EO 82

𝐄𝐎 𝟖𝟐: 𝐂𝐄𝐁𝐔 𝐏𝐑𝐎𝐕𝐈𝐍𝐂𝐄 𝐅𝐎𝐑𝐌𝐒 𝐏𝐎𝐕𝐄𝐑𝐓𝐘 𝐑𝐄𝐃𝐔𝐂𝐓𝐈𝐎𝐍 𝐀𝐂𝐓𝐈𝐎𝐍 𝐂𝐎𝐌𝐌𝐈𝐓𝐓𝐄𝐄

The Cebu Provincial Government has institutionalized the creation of the Provincial Poverty Reduction Action Committee (PPRAC) through Executive Order No. 82 issued by Gov. Pamela Baricuatro.

Established pursuant to Joint Memorandum Circular No. 001, Series of 2025, of the Department of the Interior and Local Government and the National Anti-Poverty Commission, as well as the Local Government Code of 1991, the PPRAC will serve as the province’s primary participatory and advisory body on poverty reduction initiatives.

The committee aims to institutionalize the participation of civil society organizations (CSOs) and basic sector representatives in local development planning and budgeting; ensure that poverty reduction programs, projects, and activities are responsive to the needs of marginalized and disadvantaged sectors; and strengthen transparency, accountability, and social inclusion in provincial governance.

The PPRAC will be chaired by Gov. Baricuatro or his duly authorized representative. Its members include representatives from civil society organizations elected from among themselves; the Provincial Planning and Development Coordinator; the Provincial Social Welfare and Development Officer; the Provincial Budget Officer; the Provincial Health Officer; the Provincial Agriculturist; the Provincial Engineer; the Provincial Employment Service Officer; and five representatives from duly accredited CSOs and basic sector groups.

Participation of CSOs and basic sector organizations in the committee will be subject to accreditation in accordance with existing laws, rules, regulations, and relevant issuances of the DILG and the National Anti-Poverty Commission.

Among the committee’s key functions are participating in the formulation of the Provincial Development Plan, the Annual Investment Program, and other local plans to ensure the integration of poverty reduction strategies; identifying, prioritizing, and recommending poverty reduction programs and projects for inclusion in the provincial budget; and serving as a consultative and advisory body to the provincial government on poverty-related issues and concerns.

The Provincial PRAC is expected to meet at least once every quarter, or as often as necessary upon the call of the chairperson or upon request of a majority of its members. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶, 𝑭𝒊𝒍𝒆 𝑷𝒉𝒐𝒕𝒐𝒔
