𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐌𝐎𝐁𝐈𝐋𝐈𝐙𝐄𝐒 𝐏𝐑𝐎𝐉𝐄𝐂𝐓 𝐌𝐎𝐍𝐈𝐓𝐎𝐑𝐈𝐍𝐆 𝐁𝐎𝐃𝐘 𝐓𝐎 𝐄𝐍𝐒𝐔𝐑𝐄 𝐓𝐑𝐀𝐍𝐒𝐏𝐀𝐑𝐄𝐍𝐂𝐘 𝐈𝐍 𝐂𝐄𝐁𝐔’𝐒 𝐈𝐍𝐅𝐑𝐀 𝐏𝐑𝐎𝐉𝐄𝐂𝐓𝐒
The Cebu Provincial Government, under the leadership of Governor Pamela Baricuatro, is moving forward with efforts to ensure that infrastructure projects in the province are implemented according to approved plans and specifications.

On January 13, the Capitol mobilized the Provincial Project Monitoring Committee (PPMC) to strengthen oversight, promote accountability, and institutionalize the evaluation of infrastructure projects in Cebu.
The meeting was attended by PPMC members, including DILG Cebu Provincial Director Dr. Jesus Robel Sastrillo Jr., Assistant Provincial Administrator Aldwin Empaces, Provincial Planning and Development Officer Nerces Bispo, Atty. Kevin Dinsay, and representatives from civil society organizations such as LAW Center Inc. and The Lord Who Cares Inc.

The PPMC was reorganized pursuant to Executive Order No. 15-A, series of 2025, signed by Governor Baricuatro upon her assumption into office last year.
Among its core functions, the PPMC is tasked to monitor the implementation of infrastructure and development projects funded by national, local, or foreign sources within the province; identify and verify issues affecting project execution for submission to the Local Development Council; and analyze implementation problems, including delays and bottlenecks, with corresponding recommendations for corrective action.

The move is aligned with Governor Baricuatro’s push for transparent and accountable governance, particularly as the province remains one of the largest funders of infrastructure development projects in Cebu.
Of the P11.9-billion approved annual budget for 2026, at least 20 percent, or P2.3 billion, is earmarked for infrastructure and development projects—underscoring the importance of effective monitoring by the PPMC.
