𝗚𝗼𝘃. 𝗕𝗮𝗿𝗶𝗰𝘂𝗮𝘁𝗿𝗼 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹𝗶𝘇𝗲𝘀 𝗔𝗱𝗼𝗽𝘁-𝗮-𝗙𝗮𝗿𝗺 𝗣𝗿𝗼𝗴𝗿𝗮𝗺, 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗔𝗴𝗿𝗶-𝗙𝗶𝘀𝗵𝗲𝗿𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗶𝗻 𝗖𝗲𝗯𝘂
Governor Pam S. Baricuatro has issued two key executive orders aimed at strengthening agricultural recovery, food security, and sustainable agri-fishery development in the Province of Cebu, particularly in the wake of recent disasters that severely affected farming and fishing communities.
Through an executive order institutionalizing the Adopt-a-Farm Program, the Provincial Government formally adopts the initiative as part of Cebu’s Agricultural Economic Recovery Framework under the Kumbati Cebu Task Force.
The program is designed to accelerate the rehabilitation of farmlands damaged by the recent earthquake, Typhoon “Tino,” and widespread flooding, which disrupted food production, irrigation systems, and rural livelihoods across the province.
Under the Adopt-a-Farm Program, public and private sector partners, civil society groups, academic institutions, and development partners are encouraged to directly support affected farms, commodities, or agricultural zones.
Support may include land clearing and rehabilitation, provision of seeds, fertilizers, equipment, irrigation and farm road repairs, deployment of agricultural technologies, access to financing and insurance, and market linkage assistance.
A steering committee, chaired by the Provincial Agriculturist and co-chaired by the Head of the Kumbati Cebu Economic Recovery Cluster, will oversee implementation, coordination, and monitoring to ensure transparency and timely delivery of interventions.
Complementing this recovery-focused initiative, Governor Baricuatro also issued an executive order institutionalizing the Provincial Agriculture and Fishery Conservation and Development Council (PAFCDC) to strengthen long-term governance of the agri-fishery sector.
The council, chaired by the Governor, is mandated to provide policy guidance, promote climate-resilient and science-based agricultural and fisheries practices, protect agricultural lands and marine resources, and strengthen market access and value-added production systems.
The PAFCDC brings together key provincial offices, national government agencies, representatives from farmers’ and fishers’ organizations, the private sector, and the academe to ensure a coordinated and inclusive approach to agricultural and fisheries development.
All provincial offices and component local government units are directed to align their plans, programs, and budgets with the council’s conservation and development strategies.
Taken together, the two executive orders reflect the Baricuatro administration’s twin-track approach of immediate recovery and long-term resilience—addressing urgent post-disaster agricultural needs while institutionalizing systems that protect livelihoods, strengthen food security, and promote sustainable growth for Cebu’s farming and fishing communities. | CAPITOL PIO
