Commission on Human Rights (CHR) Commissioner Maria Amifaith S. Fider-Reyes, together with CHR Central Visayas Director Atty. Arvin Odron, paid a courtesy call on Governor Pamela Baricuatro at the Cebu Provincial Capitol on December 19 to explore areas of collaboration that would embed a human rights–based approach in provincial governance.

Commissioner Fider-Reyes, the CHR focal commissioner for the right to health and mental health, the rights of persons with disabilities, persons living with diseases such as HIV, and the right to food security, discussed how these priority areas can be integrated into Cebu’s programs, policies, and development initiatives.
“With the governor’s leadership, we plan to work towards a governance that has a human rights lens in everything that she will accomplish,” Commissioner Fider-Reyes said.

The meeting underscored the growing recognition that Cebu’s development challenges, ranging from healthcare access and food security to disability inclusion and mental health, require solutions grounded not only in infrastructure and economics, but also in the protection and promotion of human rights.
Governor Baricuatro welcomed the engagement, noting that aligning provincial governance with human rights standards ensures that growth and development in Cebu are inclusive, equitable, and responsive to the needs of its most vulnerable sectors.
