Cebu Capitol Optimizes Idle Facilities Flagged by COA for Public Use

The Cebu Provincial Government has moved swiftly to address findings in a recently published 2024 Commission on Audit (COA) report that cited three Capitol-funded facilities, with a combined construction cost of ₱50.4 million, as unutilized despite having been completed five to seven years ago.

Provincial Administrator Atty. Ace Durano said Gov. Pamela Baricuatro is cooperating with various government agencies that have expressed interest in using the facilities for the benefit of the Cebuanos.

“From Day 1 pa lang gyod, mao nay direction ni Gov. Pam nga magamit gyod ni nga mga properties aron mapahimuslan,” Atty. Durano said.

One of the facilities, the Cebu Provincial Skills Training Center in the City of Naga, is now being used by Inayagan National High School after its school buildings were declared unfit for use following a series of calamities, including earthquakes and typhoons.

The facility, completed in 2018 at a cost of ₱16.33 million and built on a two-hectare Capitol-owned lot, now accommodates the school’s more than 800 students in a single shift, eliminating the need for the staggered schedules previously required by space constraints.

Atty.Durano said that Gov. Baricuatro approved the relocation following an emergency request from Mayor Val Chiong.

The provincial administrator also assured that the arrangement will be covered by appropriate agreements to be signed at the soonest possible time.

Another facility, the Bahay Pag-asa also located in the City of Naga, was completed in October 2020 at a cost of ₱8.69 million. Atty. Durano said two agencies — the Philippine Drug Enforcement Agency Region 7 (PDEA-7) and the Department of Social Welfare and Development (DSWD) — have expressed interest in using the facility as either a rehabilitation center for drug dependents or a residential facility for children in conflict with the law.

“Gov Pam is open to both agency’s proposals,” Atty. Durano said. “We are just going through the process of deciding which agency, since whatever will be the decision, it is still the province that will improve the facility.”

Meanwhile, the Cebu Provincial Dormitory in Cebu City, completed in December 2019 at a cost of ₱24.95 million, is also being evaluated for productive use. Atty. Durano said Gov. Baricuatro has directed the Economic Enterprise Council to explore possible ventures with public or private sector partners to make the property financially viable. | CAPITOL PIO
