On behalf of Gov. Baricuatro, Provincial Administrator Ace Durano, together with DILG Cebu Director Jesus Robel Sastrillo Jr., Provincial Assistant Administrator Aldwin Empaces, department heads, and other Capitol officials, led the ceremony held on December 15, 2025.
