A concerted effort to address basic operational issues at Tuburan District Hospital over the past five months has led to measurable improvements in services and patient turnout, noted Capitol Health Consultant Dr. Nikki Catalan following a recent inspection.

Under the leadership of Chief of Hospital Dr. Brian Vilbar, the facility has worked to resolve foundational problems, resulting in increased patient trust, improved staff morale, and a more stable work environment.
Key improvements include ensuring the Central Supply Department is adequately stocked, organizing the hospital perimeter for cleanliness, and mitigating flooding issues in the compound’s back areas.

“These may sound like ‘small’ operational wins, but in a hospital, these are the basics that quietly make everything else work better—from patient care to staff morale, safety, and infection control,” Dr. Catalan said.
These efforts have had a positive effect. The average daily patient count has risen steadily, from between 5–10 patients to a peak of around 50, reflecting growing confidence in the hospital’s services.
The hospital’s financial outlook is also strengthening, with more reliable PhilHealth claims processing and improved revenue sharing anticipated in the coming months. The positive changes are also attracting human resources, with more doctors now expressing interest in working at the previously struggling hospital.
Administrative operations are now more compliant with regulatory requirements, providing a firmer foundation for management.
“In the hospital reform we’re working on, the key player is the Chief of Hospital. They make or break progress. They can either amplify change or unintentionally hinder it,” said Dr. Catalan, crediting Dr. Vilbar’s hands-on leadership and his team for paving the way for the improvements.
While infrastructure upgrades are still pending official bidding and construction phases, operational changes on the ground are already making a significant impact.
