476 Sugbo Kahanas Graduates Receive Tool Kits and Allowances at Capitol

𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐇𝐎𝐋𝐃𝐒 𝐂𝐄𝐑𝐄𝐌𝐎𝐍𝐘 𝐅𝐎𝐑 𝟒𝟕𝟔 𝐒𝐔𝐆𝐁𝐎 𝐊𝐀𝐇𝐀𝐍𝐀𝐒 𝐆𝐑𝐀𝐃𝐒

A total of 476 Abag Sugbo and Cebu Normal University (CNU) beneficiary-scholars under the Capitol Sugbo Kahanas Program have extra reason to celebrate this Christmas after receiving their tool kits and allowances during a graduation ceremony held at the Capitol Social Hall on Saturday, December 13, 2025.


The distribution was led by Governor Pamela Baricuatro, together with Provincial Board Member Mike Villamor, chairperson of the committee on higher education; Marirose Lopez, acting head of the Provincial Social Welfare and Development Office (PSWDO); and representatives from the Technical Education and Skills Development Authority (TESDA), CNU, and partner training providers.

Of the total graduates, 203 were Abag Sugbo beneficiaries for persons with disabilities (PWDs), while 273 were CNU scholars.

In her message, Governor Baricuatro said that the ceremony was more than a simple graduation, describing it as a celebration of the beneficiaries’ strength and determination.

“Sa atong mga PWD graduates, ABAG Sugbo trainees, ug CNU scholars—saludo ko ninyo. Ang inyong kahago, inyong pagpursigi, ug inyong pagtuo mao’y nagdala ninyo diri karon. You are living proof that ability always shines, and disability or status in life never defines anyone,” the governor said.

She also thanked TESDA, CNU, the trainers, partner training institutions, and the PSWDO for their collaboration in ensuring the successful implementation of the program.

Governor Baricuatro assured the graduates that the Cebu Provincial Government’s support would not end with their training. She said the province aims to further integrate skills training with livelihood opportunities and job generation initiatives.

“Ang tumong simple pero klaro: dili lang ta maghatag og skills; maghatag ta og trabaho. Kay ako, ang akong baruganan: nga walay Sugbuanon ang mabiyaan, ug ang atong mga PWDs, scholars, ug trainees dili lang mahimong beneficiaries, kun dili kuyog sa pag-asenso sa Sugbo,” she added.

Starting next month, the provincial government will strengthen partnerships with industries, employers, and local government units to help more graduates secure employment, start their own businesses, or continue with advanced specialization courses.

“Because skills matter, but opportunities complete the journey,” the governor said.

Sugbo Kahanas is a Capitol-initiated program in partnership with TESDA that provides qualified Cebuanos with free technical-vocational training to equip them with employable skills for local and overseas jobs, as well as livelihood ventures.

Graduates in bread and pastry production received ₱4,360 each; computer hardware servicing, ₱6,600; driving, ₱3,880; photovoltaic systems (solar lights) installation, ₱7,240; and shielded metal arc welding, ₱6,920 each. /CAPITOL PIO, Photos by FE, YJB
