The University of Cebu (UC), in partnership with the Technical Education and Skills Development Authority (TESDA), has opened 2,645 scholarship slots under the Universal Access to Quality Tertiary Education Act (Republic Act 109310 Philippine Qualifications Framework (UAQTEA PQF) Level Diploma Program, giving thousands of financially challenged Cebuanos an opportunity to pursue a three-year diploma in Hospitality Management or Tourism Management—completely free of charge.

UC Chairman Atty. Augusto W. Go, a steadfast advocate of accessible education, formally announced the opening of the slots, approved by Secretary Jose Francisco “Kiko” Benitez, TESDA Director General, through a partnership with (TESDA) Central Visayas. The program aims to uplift youth who have been forced to put their education on hold due to financial constraints.

To help reach more students, especially those in far-flung communities, UC has sought the assistance of the Cebu Provincial Government in the information dissemination through local government units, barangay leaders, and youth networks.

A team from UC composed of Dr. Dennis A. Samar, UC Director for Technical Education, and Capt. Gerry D. Enjambre, UC METC Campus Director, accompanied by Cerwin T. Eviota, Director of Marketing at AWG Group, met with Assistant Provincial Administrator Aldwin Empaces; Marven Cabahug Gorgonio; Provincial Focal Person on Youth Mikee Pepito-Empaces; Executive Assistant Engr. Dodong Rodrigo Tanza; Provincial Head for Special Projects and Priority Initiatives Head Ruben Licera; and Capitol Consultant Christopher Baricuatro at the Capitol on Thursday, Dec. 12, to formally ask the Province for the information dissemination of the scholarship program.

Initially set to close on December 13, UC has now extended the enrollment period until December 29, 2025, giving more young Cebuanos time to secure their slots despite the start of classes on Monday, December 15, 2025.

UC believes the extension, paired with the province’s help, will allow more deserving youth to access the life-changing opportunity.

Scholars under the program will receive free tuition for 3 years, free textbooks and learning materials, TESDA National Assessments (NC II to NC IV), and ₱14,000 allowance per semester to support school expenses.

Dr. Samar said that a total of P45,000 per semester is being allocated on top of the P14,000 allowance for each scholar.

Interested applicants are encouraged to go directly to the UC–Maritime Education and Training Center (UC-METC) Study Hall in Barangay Mambaling, Cebu City, and submit the needed documents: PSA birth certificate, 2 pcs. 1×1 ID picture (white background), Form 137/High School Report Card, Good Moral Character (original), honorable dismissal (for college undergraduates and transferees), and completed registration form (to be provided during enrollment).

The scholarship is open to all high school graduates (senior high school or those who graduated from the old curriculum), Alternative Learning System (ALS) graduates (Batch 2017 and below), ALS Senior High School passer, and college undergraduate or transferee.
