NHA Continues 10K Housing Aid Distribution to Odette Victims in Carcar City

The second day of the three-day distribution of financial assistance to Supertyphoon Odette victims in Carcar City continued today, December 11, at the Brgy. Poblacion I gymnasium.


Under the National Housing Authority’s (NHA) Emergency Housing Assistance Program (EHAP), each qualified household with severe or total house damage will receive P10,000.

A total of 2,031 beneficiaries are scheduled to receive the aid today: 997 from Brgy. Valencia, 353 from Brgy. Valladolid, 342 from Brgy. Tuyom, and 339 from Brgy. Poblacion III.

According to the agency, Carcar City has 5,787 qualified beneficiaries and is the first local government unit to receive the assistance for having completed all required documents ahead of other LGUs.


It may be recalled that the NHA had allocated P742 million in 2021 for housing assistance in Cebu Province following the devastation of Odette. However, the funds were returned to the National Treasury after a dispute between the NHA and the previous Capitol administration over which list of beneficiaries should be used.

The NHA wanted to follow the Office of Civil Defense (OCD) list, which contained just over 70,000 names, while the Capitol insisted on its own list of more than 400,000 beneficiaries. The NHA maintained that deviating from the OCD list could expose the agency to serious consequences under Commission on Audit rules.

On November 18, Gov. Pamela Baricuatro wrote to the NHA General Manager, appealing for the funds to be reallocated for Odette victims in Cebu. A few days later, NHA Manager Joeben Tai informed her that President Ferdinand Marcos Jr. had ordered the release of the funds this month.

In her appeal, Gov. Baricuatro assured the NHA of the Capitol’s full cooperation with the agency’s guidelines.

“As the People’s Governor, I firmly believe that the affected Cebuanos deserve to receive what is rightfully theirs, despite the years that have passed,” Governor Baricuatro wrote. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶
