Gov. Pam Baricuatro Praises NGOs for Compassion at DSWD ABSNET Cebu Meeting

𝐆𝐎𝐕 𝐏𝐀𝐌 𝐓𝐎 𝐍𝐆𝐎𝐬: 𝐘𝐎𝐔 𝐍𝐄𝐕𝐄𝐑 𝐒𝐓𝐎𝐏 𝐂𝐀𝐑𝐈𝐍𝐆

Cebu Gov. Pam Baricuatro delivered an inspiring and heartfelt message during the Department of Social Welfare and Development’s (DSWD) 4th Quarter Cebu ABSNET Meeting for the Residential and Community-Based Cluster held on Tuesday, December 2 at the Events Hall of 1NITO Tower in Cebu City.


In her speech, Gov. Baricuatro expressed her gratitude for being invited to the gathering, especially after the challenges Cebu has endured in recent months, including earthquakes, typhoons, and flooding.

“Seeing all of you here reminds me of one thing: Cebu heals because people like you never stop caring,” she said.

ABSNET, which stands for the Area-Based Standards Network, consists of registered, licensed, and accredited NGOs under the DSWD.

The governor shared that she spoke not only as a public official but as someone who understands hardship, recalling her own humble beginnings.


SACRIFICES

She acknowledged the emotional weight and silent sacrifices of those who care for children, families, and communities.

“And yet, bisan kapoy, padayon gihapon mo. You show up, you serve, and you stand with our people in their hardest moments,” she told the participants, praising them for being a lifeline to many communities—extending relief, providing psychosocial support, and protecting the most vulnerable sectors.

Gov. Baricuatro assured that the Cebu Provincial Government recognizes their efforts and remains committed to supporting them.


She highlighted plans to strengthen child protection programs, enhance care centers, train more social workers, and deepen collaboration with partner NGOs and organizations.

“This Christmas, our celebrations may be simple, but the meaning is deep. Amid disasters and challenges, your compassion has been Cebu’s light,” she added.

Residential Cluster Chair Rose Ann Ababa of My Refuge House shared that this year’s gathering was particularly significant, as it marked the first time in seven years that both residential and community-based clusters were able to come together again. photos/ISL
