𝟒𝟎𝟎 𝐒𝐓𝐔𝐃𝐄𝐍𝐓𝐒 𝐉𝐎𝐈𝐍 𝐏𝐘𝐂’𝐒 𝟏𝐬𝐭 𝐘𝐎𝐔𝐓𝐇 𝐂𝐀𝐑𝐀𝐕𝐀𝐍 𝐈𝐍 𝐒𝐀𝐌𝐁𝐎𝐀𝐍
The Provincial Youth Commission (PYC) recently held its first-ever youth caravan in the southern town of Samboan.
The whole-day activity, held at Manuel L. Quezon Elementary School, gathered around 400 senior high school students from Samboan National High School.

The first leg of the province-wide caravan opened with two major learning sessions:
Mental Health & Suicide Prevention – Discussed by Capitol Executive Assistant Mikee P. Empaces, a registered psychometrician, the session aimed to help students recognize early warning signs, develop coping strategies, and understand the importance of seeking help and supporting one another.
Heart to H.E.A.R.T. Talk – Delivered by peer educators from ALAGAH VII, Roman Cisneros Jr. and Licianne Fajardo, this comprehensive discussion focused on HIV/AIDS and STI awareness, early sexual encounters, adolescent sexuality, reproductive health, and teenage pregnancy prevention—empowering the youth to make informed, responsible, and safer choices.

Governor Pamela Baricuatro, who delivered an inspirational message, was warmly welcomed by the youth—many of them excited to see her in person—bringing light, energy, and inspiration to all participants.
In her message, Governor Baricuatro shared that “Position is not a power; it is an action,” encouraging the youth to lead with purpose. She added that the youth inspire her to become a better leader, as they represent the country’s future.
She acknowledged that work in the Capitol can be challenging but fulfilling. She said the Provincial Government is doing its best to provide effective programs and services to Cebuanos, including the youth.

Governor Baricuatro also highlighted her plan—under her 8-Point Youth Development Agenda—to establish a Youth for Governance Institute, which aims to train young Cebuanos to become future leaders committed to good and clean governance.
The governor encouraged the youth participants to stand against fake news and corruption, and to use technology and social platforms responsibly as active, informed citizens. /CAPITOL PIO
