Gov. Pam Secures Strong National Backing for Region’s Priority Projects

Central Visayas scored major gains yesterday as Governor Pam Baricuatro, Chairperson of the Regional Development Council (RDC) in Region 7, successfully advanced the region’s priority development agenda during the Regional–National Investment Programming (RNIP) Dialogue Sessions at the PICC.


The full-day event gathered all RDC Chairs nationwide, key Cabinet secretaries, undersecretaries, assistant secretaries, agency planning heads—making it the most influential venue for determining which regional proposals will be included in the overall Philippine Investment Plan (PIP) and the National Expenditure Program (NEP), then the General Appropriations Act. (GAA)

After flying in straight from typhoon-stricken areas in the south of Cebu, Gov. Pam joined the full day event in Manila that includes RDC–ACO cluster dialogues and the Executive Dinner with key cabinet secretaries. 


REGION 7 GAINS MOMENTUM FOR BIG-TICKET PROJECTS

Among the priorities raised by Gov. Pam during the sessions were the need for classroom repairs and housing aid following the disasters that hit the province recently. 

With this, DepEd confirmed ₱1 billion for school repairs and DHSUD expressing support for assistance for disaster-affected families. 

Further, Gov. Pam also submitted the medium- and long-term infrastructure and resilience projects essential for Central Visayas.

The governor reiterated her priority development pipeline:

Metro Cebu Expressway: 

A north–south backbone highway to ease congestion and improve mobility from Naga to Danao.

Key Dams for Flood Control & Water Security:

Construction of Mananga II, Cotcot, Lusaran, and Butuanon Dams, plus full implementation of the Metro Cebu Flood Control & Drainage Master Plan.

Talisay–Minglanilla–Naga Bypass Road:

A major 15-km corridor critical to southern Cebu’s traffic and logistics flow.

Bantayan & Camotes Hospital Modernization:

Upgrading two island infirmary hospitals to Level 1 to improve healthcare access.

Permanent Housing Program for Earthquake & Typhoon Survivors:

Long-term resettlement for families living in fault-line and flood-prone zones.

GOV PAM ALSO BATS FOR BOHOL: Tubigon District Jail Raised

In a strong display of regional unity, Gov. Pam also raised an urgent concern on behalf of Bohol: the Tubigon District Jail, which was not included in the list of accepted projects.

National officials then clarified during the session that additional documents and requirements were needed before the project could be endorsed.
