𝐋𝐎𝐎𝐊: During the height of Typhoon Tino on November 4, 2025, Elmar Tuburan Berbania of Purok Saging, Lawaan II, Talisay City bravely rushed to rescue his neighbors, earning recognition from the 17th Sangguniang Panlalawigan for his extraordinary courage and selflessness.
Berbania attended the Provincial Board’s (PB) regular session on Monday, November 24, where he was personally honored and commended by the PB members, chaired by Vice Governor Glenn Anthony Soco.
His commendation was formally granted through a resolution authored by PB Member Antonio “Jojo” Bacaltos Jr., representative of Cebu’s First District, which includes Talisay City.
