Governor Pamela Baricuatro expressed her support for the Department of Social Welfare and Development (DSWD)’s 2025 Local Chief Executives (LCE) Forum cum Tatak KALAHI-CIDSS LGU Awards and the national launching of Panahon ng Pagkilos: Philippine Community Resilience Project.

“I assure you of our full commitment to work hand in hand with the DSWD and our LGUs (local government units) to ensure the success of this project.

Recovery is not just about fixing what was damaged; it is about rebuilding with dignity, accountability, and a clear vision. We are striving for better preparedness, stronger social protection, and long-term solutions that will safeguard our people—not only respond when tragedies strike,” Gov.

Baricuatro said during the welcome dinner reception organized ahead of the forum proper set for today, November 19.

The governor said that the LCE forum provides LGUs the opportunity to reflect “on our lessons, coordinate our next steps, and strengthen our shared responsibility to protect and uplift our communities—not by relying solely on resilience, but by building safer, more prepared, and more empowered communities.”

Gov. Baricuatro also recognized the unwavering efforts of local chief executives, who attended the forum, whose leadership and commitment continue to shape stronger and more resilient communities.

𝗗𝗼𝗻𝗮𝘁𝗶𝗼𝗻 𝗗𝗿𝗶𝘃𝗲

The gathering also coincided with the national launching of a donation drive dubbed as Panahon ng Pagkilos: Philippine Community Resilience Project.

This initiative will be facilitated through the DSWD Kaagapay Portal, an online donation platform managed by the department that enables individuals and organizations to extend monetary or in-kind assistance to earthquake-affected families.

Through this platform, guests and participants may directly extend help to families affected by the earthquake and support ongoing relief and recovery efforts in the province.

Gov. Baricuatro encouraged the public to support this noble initiative of the DSWD.

“Every act of generosity becomes a lifeline for a family trying to rise again. Recovery is not just about fixing what was damaged—it is about rebuilding with dignity, with accountability, and with vision. Padayon ta.
