DFA Assistant Secretary Visits Gov. Pam Ahead of Capitol Protocol Training

Department of Foreign Affairs (DFA) Assistant Secretary Ariel Rodelas Peñaranda paid a courtesy visit to Governor Pamela Baricuatro on Friday, September 26.

The visit came a day before the DFA-led Training on Basic Diplomatic and Government Protocol for Capitol employees. The program aims to strengthen skills in international diplomacy, social graces, and etiquette, especially as Cebu continues to host major international gatherings, including the ASEAN Summit next year.

Asec. Peñaranda, who also serves as the DFA’s Chief of Protocol, was joined by Foreign Service Officers Christian Andrei C. Aguilar and Paulo S. Enriquez.

The training will cover procedures for managing high-level engagements, bilateral meetings, and official ceremonies, with hands-on exercises simulating real diplomatic scenarios. Its goal is to ensure smooth coordination, foster mutual respect, and uphold the country’s image during international events.

As Chief of Protocol, Asec. Peñaranda carries a vital role in strengthening the country’s diplomatic relations. He oversees matters of diplomatic protocol, social etiquette, and official representation for overseas officials as well as visiting foreign dignitaries. His responsibilities include ensuring the proper conduct of high-level engagements, such as the presentation of ambassadors’ credentials, state visits, and ceremonial events that reflect the nation’s identity and respect for international partners. In addition, he leads comprehensive training programs designed to equip DFA personnel with advanced skills in protocol management, cross-cultural communication, and diplomatic etiquette—further enhancing the department’s capability to represent the Philippines on the global stage.
