Cebu Gov. Pamela Baricuatro warned that underperforming Cebu contractors blacklisted from bidding on provincial government projects, as the Capitol intensifies its review of infrastructure contracts.
“Most likely naa gyod ma-blacklist ani nila (contractors) because we cannot allow them to do more work in the province with that kind of performance that they gave. This has to stop,” Gov. Baricuatro said during a press briefing at the Capitol on September 17.
The governor cited the cancellation of the P109.4-million bulk water supply project in Alegria, awarded to the joint venture of SBK Construction and St. Gerard Construction, owned by the embattled Discaya couple now facing corruption allegations.

The project is only 18% complete, far behind its 41.98% target as of August 2025.
Assistant Provincial Administrator Aldwin Empaces said the project will be re-bid to qualified contractors, this time with stricter compliance to bidding rules. He explained that blacklisting is being considered due to project lapses and non-compliance with legal requirements Cebu contractors blacklisted.
Meanwhile, officials approved 77 other projects and issued notices to proceed, including the Malabuyoc bulk water supply project, which already reached 95% completion.
