Good news for property owners in Cebu real property tax amnesty.
In line with Gov. Pamela Baricuatro’s direction to provide more affordable services for Cebuanos, the Cebu Provincial Government is implementing a Real Property Tax Amnesty pursuant to Republic Act (R.A.) No. 12001, or the “Real Property Valuation and Assessment Reform Act,” and Memorandum Circular No. 001-2025 of the Bureau of Local Government Finance (BLGF).
R.A. 12001, enacted in June 2024 and effective as of July 5, 2024, mandates the grant of tax amnesty on delinquent real property taxes and special levies, including the Special Education Fund (SEF), Idle Land Tax, and other special assessments.
Under Section 56 of the Implementing Rules and Regulations (IRR), the amnesty covers penalties, surcharges, and interest on all unpaid real property taxes incurred before July 5, 2024. Taxpayers will only be required to settle the basic tax amount.
The program is available for a limited period—from July 5, 2024, until July 5, 2026. During this time, delinquent property owners may pay in full or through installments, subject to the guidelines set by the provincial government.
WHAT IS A TAX AMNESTY?
A tax amnesty provides a legal reprieve for taxpayers who failed to meet their tax obligations in the past. It allows them to clear their records without facing penalties, interest, or legal action. In return, the government receives much-needed revenue and encourages better compliance going forward Cebu real property tax amnesty.
