Cebu Capitol and Metro Cebu Mayors Push for Integrated Water Resource Management

CEBU CITY, CEBU – Cebu Governor Pamela Baricuatro is taking decisive steps to address the province’s water challenges by collaborating with Metro Cebu mayors and the academe to push for integrated water resource management (IWRM).

The initiative seeks to create a comprehensive, unified framework that ensures the sustainable use, protection, and equitable distribution of Cebu’s most vital yet limited natural resource—water.

Collaborative Meeting for Cebu’s Water Future

On September 10, 2025, Governor Baricuatro met with key leaders from Metro Cebu, including Cebu City Mayor Nestor Archival, Lapu-Lapu City Mayor Cindi Chan, and Mandaue City representatives led by Atty. Joel Seno, along with officials from the University of San Carlos – Water Resources Center Foundation, Inc. (WRCFI). The WRCFI team was led by director Engr. Nemita Jumao-as, a recognized expert in water sustainability and management.

The Capitol meeting tackled collaboration among government, private sector, and academe for water resource management.

“The goal is clear: we need a unified approach that protects our water supply while supporting the growth of Cebu’s communities and industries,” Gov. Baricuatro said.

Floods and Drought

Cebu faces a unique challenge: periods of intense rainfall causing floods, followed by dry spells and drought. These extremes underscore the urgent need for coordinated planning across the province.

Governor Baricuatro said water management is not just technical but also an economic, social, and environmental concern.

“By working with mayors and experts, we aim to ease water scarcity and reduce flood risks,” Baricuatro said.

A Synergistic Approach

USC-WRC’s role ensures data-driven strategies, with academe-government collaboration for watershed protection, better water distribution, and flood control.

“Integrated water management isn’t just about pipes and reservoirs. It’s about understanding how water moves through our environment, how we use it, and how we protect it for future generations,” Jumao-as explained.

The discussion tackled private sector support for water projects and community efforts on conservation.

Toward a Sustainable and Resilient Cebu

Governor Baricuatro highlighted that a province-wide water management plan will complement ongoing disaster preparedness and climate adaptation initiatives. The plan will also align with national directives on sustainable water use while ensuring that Cebu remains resilient in the face of climate change.

“Water is life. Ensuring that every Cebuano has access to safe, reliable water is not just a government mandate—it is a responsibility we all share,” she said.

The governor sees the initiative as a model for provinces, uniting sectors to tackle environmental challenges.

As Cebu grows, water resource management is key. Capitol will work with Metro Cebu mayors and WRCFI for sustainable policies.
