CEBU CITY, CEBU – Governor Pamela Baricuatro has officially directed the newly installed officer-in-charge of the Cebu Police Provincial Office (CPPO), Police Colonel Abubakar Udang Mangelen Jr., to intensify law enforcement efforts against illegal drugs, criminal activities, and child cyber pornography.
During Mangelen’s September 8 visit, the directive highlighted Cebu’s ongoing commitment to peace and security.

New Leadership at CPPO
Colonel Mangelen assumed his new role following a turnover ceremony on September 5, 2025, succeeding Police Colonel Christopher Bermudez. With extensive experience in law enforcement, Mangelen brings a fresh perspective and renewed energy to the Cebu police force.
During the courtesy visit, Gov. Baricuatro emphasized that Cebu must remain a safe and secure environment for both residents and tourists. “Our province thrives when our communities feel safe,” the governor said. “I am counting on CPPO to lead the fight against drugs, criminality, and the exploitation of children online.”
Intensifying the War on Illegal Drugs
One of Gov. Baricuatro’s top priorities for the new CPPO chief is the intensification of anti-drug operations. Cebu, like many urban provinces, faces challenges linked to illegal drug trade and abuse, which often contribute to other forms of criminal activity.
Colonel Mangelen assured the governor of his commitment to strict enforcement of anti-drug policies. “We will strengthen our operations to identify and apprehend those involved in illegal drugs, while ensuring adherence to the law and respect for human rights,” Mangelen said.
Cracking Down on Criminality and Cyber Crimes
Aside from drugs, Gov. Baricuatro also directed the CPPO to address other forms of criminality, including child cyber pornography, an issue of growing concern in the digital age. This initiative seeks to protect vulnerable children and prosecute those exploiting technology for illegal purposes.
Mangelen stressed the importance of integrity, professionalism, and discipline among his personnel. He called on all officers to remain vigilant, avoid illegal practices, and embody the highest standards of ethical law enforcement.
Mangelen’s Law Enforcement Background
Before Cebu, Colonel Mangelen led RCADD in General Santos, bringing experience in community policing and public safety to CPPO.
The new CPPO chief expressed his dedication to serving Cebu with distinction. “I am committed to protecting every Cebuano and ensuring that law enforcement is both effective and transparent,” Mangelen said.

Gov. Baricuatro reiterated that public safety remains a top priority of her administration. She encouraged close collaboration between the police, local government units, and communities to foster a safer environment.
“This partnership between government and law enforcement is crucial in addressing complex issues such as drugs, criminality, and online exploitation of minors,” she said. “By working together, we can ensure that Cebu remains a province where residents and visitors alike can live, work, and enjoy peace of mind.”
Through Colonel Mangelen’s leadership, the CPPO is expected to implement enhanced patrols, targeted operations, and community engagement programs, all aimed at reducing crime rates and strengthening trust between law enforcement and the people.
