Cebu Strengthens Disaster Preparedness with OCD 7 Partnership

CEBU – The Cebu Provincial Government is taking proactive steps to boost its disaster preparedness and response capabilities by strengthening collaboration with the Office of Civil Defense in Central Visayas (OCD 7).

Governor Pamela Baricuatro led the discussions during a recent meeting at the Cebu Provincial Capitol with OCD 7 Director Joel Erestain, alongside Colonel Dennis Francis Pastor, Provincial Disaster Risk Reduction and Management Officer. The meeting focused on enhancing Cebu’s ability to respond efficiently to emergencies, ensuring the safety and welfare of its residents.

A Central Hub for Disaster Response

A key highlight of the discussion was the planned establishment of a state-of-the-art command center at the Capitol. The command center is envisioned as the province’s nerve center for disaster management, designed to facilitate real-time situational awareness, rapid decision-making, and efficient deployment of resources during emergencies.

Governor Baricuatro emphasized the importance of a centralized facility that can support ongoing public service operations even amid disasters. “Our goal is to ensure that Cebu is always prepared to respond quickly and effectively to any emergency, protecting lives, livelihoods, and properties,” she said.

The proposed command center will also integrate technologies and communication systems that allow provincial authorities to coordinate seamlessly with local government units, private institutions, and other key stakeholders. This ensures timely updates, accurate information dissemination, and more effective disaster mitigation efforts.

Strengthening Cebu’s Disaster Resilience

The Office of Civil Defense in Central Visayas (OCD 7) plays a critical role as the implementing arm of the National Disaster Risk Reduction and Management Council (NDRRMC). Its mandate includes overseeing civil defense, coordinating disaster risk reduction programs, and fostering partnerships with both government and non-government organizations to enhance community resilience.

Furthermore, Director Joel Erestain underscored the importance of collaboration between the provincial government and OCD 7. “Our mission is to reduce vulnerabilities, manage disaster risks, and ensure that communities are equipped and resilient. By working closely with Cebu Province, we can implement strategies that save lives and protect communities,” he said.

Moreover, the partnership includes training, simulations, and workshops to boost emergency response, awareness, and disaster management.

Building Safer and More Resilient Communities

Disasters, both natural and human-made, remain an ever-present threat in Central Visayas. From typhoons and floods to earthquakes and fire hazards, the need for efficient disaster preparedness systems has never been greater.

Governor Baricuatro emphasized that disaster preparedness means fostering resilience. “Safety is shared—together with OCD 7, we build a stronger Cebu,” she said.

Furthermore, the collaboration supports provincial efforts in public safety, health, and emergency management, ensuring timely aid and effective responses.
