CEBU – Outpatients across Cebu province will soon have access to essential medicines at no cost, as the Cebu Provincial Government prepares to implement the Yakap Gamot (Guaranteed and Accessible Medications for Outpatient Treatment) program in all 16 district and provincial hospitals, as well as the Provincial Health Office clinic.
This initiative underscores the province’s commitment to inclusive, responsive, and equitable healthcare services for all Cebuanos.

Yakap Gamot: A Program for All
Launched on August 21, 2025, Yakap Gamot aims to provide 53 essential medicines to PhilHealth members free of charge. Each beneficiary will have access to an annual benefit package of up to ₱20,000.
“The program is not just about providing medicines; it is about strengthening public health in Cebu,” said Dr. Nikki Catalan, Piso Health Consultant of the Cebu Capitol. “Every Cebuano deserves timely access to essential medications without financial strain, especially those visiting outpatient clinics regularly.”
The list of medicines covers treatments for common infections, asthma, chronic obstructive pulmonary disease, diabetes, high blood pressure, high cholesterol, heart disease, nervous system disorders, and other supportive therapies. This ensures continuity of care for patients managing long-term conditions.
Enhancing Public Health Through Collaboration
Dr. Catalan has been coordinating with PhilHealth officials to ensure the program is seamlessly integrated into Capitol-run hospitals. By doing so, the province can guarantee the quality, safety, and effectiveness of all medicines provided.
Governor Pamela Baricuatro highlighted the importance of this initiative in her administration’s healthcare agenda. “Providing access to essential medicines is a top priority. Programs like Yakap Gamot demonstrate our commitment to the health and well-being of every Cebuano,” she said.
This collaboration between the provincial government and PhilHealth represents a strong model of public-private partnership, allowing more patients to benefit from essential healthcare services without the burden of cost.
