CEBU CITY – In a move highlighting the growing partnership between the private sector and the provincial government, Filinvest Land Inc. officially turned over its Cyberzone Towers 3 and 4 properties at IT Park to the Cebu Provincial Government. The ceremonial turnover took place on Thursday, September 4, 2025, with Governor Pamela Baricuatro representing the provincial government.
The handover ceremony was attended by Josephine Gotianun-Yap, President, CEO, and Director of Filinvest Festival Supermall, Inc.; Tristan Las Marias, President and CEO of Filinvest Land Inc.; and Lawyer Ace Durano, Provincial Administrator of the Capitol.
During the event, Gov. Baricuatro emphasized the importance of inclusive growth and the role of private-public partnerships in creating opportunities for Cebuanos.
“I am committed to ensuring that Cebu remains a place where businesses can thrive, and where every Cebuano can benefit from growth that is inclusive and sustainable,” the governor said.

Strengthening Public-Private Partnerships
The turnover of Cyberzone Towers 3 and 4 is more than a symbolic gesture—it represents a strategic collaboration between the provincial government and Filinvest Land Inc. The properties, located in the bustling IT Park, are expected to serve as hubs for innovation, commerce, and technology-driven enterprises.
For the provincial government, acquiring these assets provides additional infrastructure to support administrative functions, public services, and future development initiatives. It also opens opportunities for local entrepreneurs, startups, and IT-related businesses to establish themselves in a prime location.
“Public-private partnerships like this are key to sustainable development. Together, we can maximize Cebu’s business districts and ensure growth benefits all,” Gov. Baricuatro added.
Josephine Gotianun-Yap also expressed her optimism about the collaboration. “Filinvest has always believed in fostering communities where people can live, work, and thrive. By transferring these properties to the Cebu Provincial Government, we support innovation, governance, and public service,” she said.
Opportunities for Growth and Innovation
The turnover highlights private–government cooperation, giving Cebu flexibility to use the towers for community-focused projects.
Filinvest Towers, already a landmark in IT Park, is home to several tech companies and service-oriented businesses. Its integration into government projects promises to enhance the province’s capacity for innovation, digitalization, and public engagement.
“This partnership is a clear message that when businesses and government work hand in hand, opportunities multiply, communities prosper, and growth becomes inclusive,” Tristan Las Marias said.
The handover also signals a forward-looking approach by the provincial government to leverage prime assets for strategic development. The provincial administration intends to explore ways to maximize the towers’ potential, from housing government offices to facilitating technology-driven services that can improve governance and accessibility for Cebuanos.
A Vision for Inclusive Development
Gov. Baricuatro emphasized that Cebu’s progress should reflect citizen impact, using IT Park properties to foster innovation, business growth, and thriving communities.
“This turnover is a milestone, but it’s just the beginning. It reflects our shared vision of a Cebu that is dynamic, inclusive, and future-ready,” Gov. Baricuatro said.
The Filinvest-Cebu Provincial Government partnership boosts entrepreneurship, tech growth, and public services, benefiting both economy and people.
With the towers added to its portfolio, the Cebu Provincial Government aims to boost innovation, growth, and social impact.
