In order that procurement processes at the Capitol may not be hampered by the change of administration, People’s Governor Pamela S. Baricuatro signed Executive Order No. 7, effectively reconstituting the Bids and Awards Committees (BAC).
“With a fresh mandate by virtue of the recently concluded National and Local Elections, and to accommodate the significant growth in procurement projects, it is necessary to constitute the BAC membership and its Secretariat, harmonizing all Executive Orders relative to BAC composition and responsibilities,” the EO reads.
BAC oversees the entire procurement cycle — from bid invitations to contract awards — guaranteeing that projects are awarded fairly to qualified suppliers or contractors at the most advantageous price for the government. By enforcing strict compliance with procurement laws, the BAC helps prevent corruption, promotes efficiency, and safeguards public funds, ensuring that government projects meet quality standards and deliver optimal value for taxpayers.
