CEBU CITY – Governor Pamela Baricuatro reaffirmed her commitment to strengthening rehabilitation efforts for offenders during a courtesy visit by officials of the Parole and Probation Administration (PPA) Region 7, led by OIC Florita Vitor, at the Cebu Provincial Capitol.
During the meeting, Gov. Baricuatro expressed her gratitude for the agency’s dedication to helping offenders reintegrate into society. “We must provide opportunities for reform and second chances. The work of the Parole and Probation Administration is vital in ensuring that individuals under your care can become productive members of our community,” she said.
The governor pledged full Capitol support to PPA, stressing collaboration to build safer communities and reduce repeat offenses.

Supporting Rehabilitation Through Community-Based Programs
The Parole and Probation Administration, an attached agency of the Department of Justice, is mandated to redeem and reform offenders placed under probation or parole. Unlike institutional confinement, the PPA provides community-based treatment programs, offering first-time offenders a chance at rehabilitation while remaining in society.
The agency reduces recidivism through skills training, education, and counseling, helping clients reintegrate into families and communities.
OIC Vitor said Central Visayas has 28,000 PPA clients, the 2nd largest in the country, stressing probation’s role in guiding change and addressing social, emotional, and economic challenges.
Governor Baricuatro emphasized that the provincial government can play a crucial role in supporting these efforts. By providing access to local resources, livelihood opportunities, and training facilities, the Capitol can help extend the reach of PPA programs and maximize their impact in Cebu communities.
Building Safer Communities Through Reintegration
The governor underscored that successful rehabilitation benefits both the individual and society at large. “When clients succeed, we give second chances and build safer neighborhoods and stronger families,” Gov. Baricuatro said.
Collaboration between local government units and the PPA ensures that reintegration programs are context-specific and community-driven. By partnering with barangays and agencies, the province aids PPA clients through monitoring, mentorship, and job opportunities.
Gov. Baricuatro recognized PPA’s heavy caseload and vowed full support to ensure effective community-based rehabilitation.
OIC Vitor thanked the governor, stressing LGU support is vital for probation programs and highlighting efforts to improve client outcomes.
