To promote transparency and accountability in public service, Gov. Pamela Baricuatro signs Executive Order No. 3 which implements Freedom of Information in the Provincial Government of Cebu.
This allows every Filipino to have access to information, official records, research data used as basis for policy development, and government transactions and decisions, subject to legal exceptions.
“The Provincial Government of Cebu seeks to institutionalize open governance and participatory democracy by ensuring the people’s access to information, documents, and records under the custody or control of provincial offices,” the EO reads.
