CEBU CITY – The Cebu Provincial Government has recently taken a significant step toward strengthening partnerships with the Department of Science and Technology (DOST) Region VII as both offices explored potential areas of collaboration in research, education, and health.
Officials met to explore integrating science and technology into provincial programs for students, researchers, and the public. The discussions underscore Cebu’s commitment to evidence-based policymaking and the enhancement of services that touch the lives of everyday Cebuanos.

Bridging Education and Technology through STARBOOKS
A key topic in the meetings was the DOST-STII STARBOOKS platform. This digital library provides a wealth of science and technology-based educational resources designed to support students, teachers, and researchers.
The Cebu Province plans to integrate STARBOOKS in schools, libraries, and health centers to expand access to STEM learning.
Moreover, the talks highlighted STARBOOKS’ role in training teachers and health workers with access to research and innovations.
Strengthening Health Research and Evidence-Based Programs
Health research emerged as another key focus area during the meetings. DOST-7 presented the Central Visayas Health Research Consortium to Capitol as a key tool for better healthcare and planning.
Dr. Nikki Catalan joined DOST-VII’s Dr. Bryan Ybañez in a site tour showcasing health research that could guide provincial policies.
Moreover, Dr. Catalan stressed working with research institutions and DOST-7 to deliver evidence-based, innovative, and people-centered health services.
