Cebu Provincial School Board Approves ₱776.5M Budget to Strengthen Education Programs

Cebu, Philippines — August 27, 2025 — The Cebu Provincial School Board (PSB), recently reactivated under Governor Pamela Baricuatro, approved a ₱776.5 million budget to support the province’s education sector, particularly the Department of Education (DepEd). The approval aims to strengthen school infrastructure, provide better learning environments, and ensure inclusive education for students across Cebu.

Classroom Construction and Infrastructure Development

A significant portion of the budget, ₱500 million, will be dedicated to constructing new classrooms to address the province’s pressing shortage. According to DepEd Cebu Schools Division Superintendent Dr. Senen Priscillo Paulin, overcrowding remains one of the most urgent issues affecting schools.

“As long as I am the governor, education will always be my priority. No Cebuano student will be left behind,” Governor Baricuatro said.

In addition to new classrooms, the budget includes ₱198 million for the restoration of Gabaldon heritage buildings, ensuring the preservation of historical school structures while enhancing learning spaces.

Effective Use of Unutilized Funds

Governor Baricuatro highlighted that her administration discovered a ₱1.09 billion special education fund that remained unused for years. This discovery reinforces her focus on accountability, transparency, and judicious spending of public resources.

“Government funds must be used to benefit the people efficiently, ensuring every peso serves a purpose,” she added.

Expanded Membership for Broader Collaboration

The PSB has expanded its membership to include city school divisions previously excluded and a representative from TESDA. This aims to strengthen collaboration and ensure a holistic approach to education planning.

Governor Baricuatro and Dr. Paulin co-chair the PSB, with members including Provincial Board Members Raymond Calderon and Mike Villamor and other stakeholders.

Comprehensive Budget Breakdown

The approved ₱776.5 million allocation covers multiple programs:

  • Classroom construction: ₱500 million
  • Gabaldon heritage building restoration: ₱198 million
  • Learning materials & innovations (Learning Recovery Program): ₱30 million
  • School repairs: ₱13 million
  • Regional & national sports programs: ₱12.3 million
  • Financial assistance for division activities: ₱8.7 million
  • Support for regional & national activities: ₱7.5 million
  • Robotics program development: ₱6 million
  • School furniture & armchairs: ₱516,600

These allocations reflect a comprehensive approach to improving Cebu’s education system, balancing traditional infrastructure, heritage preservation, modern innovations, and student support programs.

Governor Baricuatro emphasized that her administration is prioritizing education alongside healthcare and social services. By investing in classrooms, heritage schools, and innovative programs, Cebu Province aims to provide students with equitable access to quality learning environments.
