Cebu, Philippines — In a show of political goodwill and unity, Governor Pamela Baricuatro formally declined her nomination for the position of chair or co-chair of the Regional Development Council (RDC) during a special meeting on Thursday, August 28, 2025.
Her decision came amid nominations that also included Cebu City Mayor Engineer Nestor Archival and Bohol Governor Erico Aristotle Aumentado. By stepping aside, Governor Baricuatro allowed Mayor Archival to assume the leadership role without triggering a council vote.

A Gesture for Unity
Addressing council members, Governor Baricuatro said:
“Thank you very much for the nomination. However, I would like to give way to Cebu City Mayor Engineer Nestor Archival for the sake of unity. As People’s Governor, atong gusto panaghiusa. Gubot na kung tulo pami.”
Her statement, blending English and Cebuano, resonated with attendees and drew applause and cheers from other members.
The governor later clarified her decision, highlighting the importance of harmonious relations between the province and the city:
“I decided to give way kay lain man pud gud if duha mi from Cebu. I do not want to sacrifice the relationship of Cebu City and Cebu Province.”
Avoiding a Council Vote
Had Governor Baricuatro accepted the nomination, the council would have needed to choose two nominees from the three candidates: herself, Mayor Archival, and Governor Aumentado. By declining, she streamlined the process and fostered cooperation between Cebu’s local government units, demonstrating her commitment to unity over personal position.
Strengthening Cebu Province-City Relations
Governor Baricuatro’s gesture is seen as a strategic move to maintain strong collaboration between Cebu Province and Cebu City, ensuring that future initiatives under the RDC will be coordinated efficiently.
