Cebu Province — In a heartwarming demonstration of care for migrant workers, the Department of Migrant Workers (DMW) in Central Visayas distributed over ₱3 million worth of aid to at least 98 former Cebuano Overseas Filipino Workers (OFWs). The initiative was part of the province’s 456th Founding Anniversary celebration and was held at the Capitol Social Hall on August 20, 2025.

A Solidarity Effort for Cebuano Migrants
The beneficiaries of this program received financial support through DMW’s Agarang Kalinga at Saklolo (AKSYON) Fund, with aid amounts ranging from ₱50,000 to ₱100,000 per recipient. The program addresses multiple needs of OFWs, covering:
- Burial Assistance for the families of deceased OFWs
- Medical Aid for those requiring treatment or rehabilitation
- Livelihood Support to help repatriated workers regain economic stability
- Distress Assistance for those in emergencies, accidents, or unforeseen circumstances
- Relief for Balikbayan Box Scam Victims, ensuring protection against fraudulent schemes
“This is DMW’s way of showing our love and care for our OFWs,” said DMW Undersecretary Felicitas Bay, who oversees the Foreign Employment and Welfare Services. “We want our OFWs to know that we recognize your sacrifices and value your efforts. Your welfare remains close to our hearts.”
The Role of the AKSYON Fund
The Agarang Kalinga at Saklolo Fund offers immediate aid to distressed, injured, or repatriated OFWs and their families.
Regional Director Lucero said the program shows DMW-7’s commitment to support and protect Cebuano migrant workers at home and abroad.
Governor Baricuatro Highlights Support for OFWs
Governor Pamela Baricuatro praised the initiative, honoring OFWs as key contributors to Cebu’s economy and community welfare.
“The sacrifices of our OFWs are not unnoticed. Programs like the AKSYON Fund remind them that their province and their government stand with them in times of need,” Governor Baricuatro said.
Strengthening OFW Welfare Programs in Cebu
The DMW expanded programs to provide aid, training, and livelihood support, helping OFWs reintegrate with dignity and stability.
The AKSYON Fund, in particular, provides:
- Immediate Relief: Quick disbursement of funds to assist during emergencies
- Comprehensive Coverage: Aid for medical, burial, livelihood, and distress needs
- Family Support: Ensuring the welfare of OFW families left behind during overseas deployment
The Human Impact of Aid
For many recipients, the aid came as a lifeline. Some OFWs expressed their gratitude, noting how the funds helped them cope with health emergencies, business setbacks, or the aftermath of scams. Families of deceased workers also received financial relief that eased the emotional and economic burden of loss.
“This assistance from DMW gives me hope. It reminds us that we are not alone, and that our sacrifices overseas are appreciated,” said one beneficiary, a former OFW who received aid for medical treatment.
Looking Ahead: A Model of OFW Support
The ₱3M aid for 98 former Cebuano OFWs shows the Philippines’ push to strengthen migrant support through programs like AKSYON.
Governor Baricuatro said the program is part of broader efforts to protect OFWs and urged other agencies to adopt similar initiatives.
“This is a model of how provinces and national agencies can work together to care for our migrant workers. We hope that this serves as inspiration to other regions in ensuring that every OFW feels valued and supported,” the Governor added.
