Cebu City, Philippines — Governor Pamela Baricuatro warmly received officials from the Municipality of Bayog, Zamboanga del Sur, during their courtesy visit at the Cebu Provincial Capitol on August 20, 2025. The delegation arrived in Cebu following a series of benchmarking and capacity-building activities in Bantayan Island, aiming to learn from some of Cebu’s most innovative and successful municipalities.

Learning from Cebu’s Best Practices
The Bayog delegation was led by Mayor Celso Matias and Vice Mayor Jezel Matias, alongside municipal councilors and department heads. Their visit focused on observing Cebu’s model municipalities—Santa Fe, Bantayan, and Madridejos—which have been recognized for their innovative approaches in:
- Tourism development
- Community programs
- Disaster response and preparedness
The delegation joined interactive sessions to observe programs, discuss challenges, and gather insights for Bayog.
“I am flattered and grateful for the hospitality we received. The kindness of the people and the openness of the local government truly made this trip worthwhile,” said Mayor Matias.
Bayog officials learned practical solutions in Cebu to improve governance and community services back home.
Strengthening Collaboration Among Local Government Units
Governor Baricuatro highlighted the importance of inter-LGU collaboration in achieving sustainable community development. She emphasized that Cebu has long promoted knowledge-sharing as a key tool for fostering growth and innovation across municipalities.
“Cebu stands ready to share its experiences and learn from others. When local governments collaborate, our communities grow stronger together,” said Governor Baricuatro.
The discussions during the visit included:
- Tourism promotion strategies that boost local economies
- Disaster preparedness and risk reduction plans for community resilience
- Community engagement programs that foster citizen participation
- Innovative governance practices for efficient public service delivery
Bayog officials explored strategies to improve service delivery and governance sustainably.
Empowering Local Governance for the Future
The benchmarking visit also served as training, giving Bayog officials skills to address local challenges effectively. Governor Baricuatro assured the delegation of ongoing support from Cebu’s provincial government, encouraging continued cooperation and resource-sharing among municipalities.
“This exchange fosters LGU growth, resilience, and stronger ties for better governance, services, and tourism,” she said.
Cebu and Bayog foster collaborative governance, helping municipalities improve transparency, efficiency, and impact.
A Model for LGU Knowledge Exchange
The Cebu-Bayog visit demonstrates the value of inter-municipal learning in uplifting governance standards across the country. By observing, adapting, and implementing best practices, municipalities like Bayog can:
- Improve tourism initiatives to attract visitors and boost local revenue
- Enhance disaster response protocols for faster, more effective action
- Strengthen community-focused programs for inclusive development
Meanwhile, Cebu sets the benchmark in governance, showing that LGU knowledge-sharing drives nationwide progress.
Governor Baricuatro concluded, “Collaboration is the key to progress. When we share ideas and work together, every Filipino community benefits.”
