Gov. Baricuatro Revives Cebu Provincial Health Board After Six Years

Cebu City, Philippines — In a significant move to revitalize healthcare services in the province, Governor Pamela S. Baricuatro has officially reconvened the Cebu Provincial Health Board (PHB), an important body that had been dormant for the past six years. The PHB is crucial in managing healthcare delivery and policy, and its reactivation signals the governor’s strong commitment to improving the quality of health services for all Cebuanos.

A Fresh Start: PHB Revival

The revival of the Provincial Health Board was formalized through Executive Order No. 2, which Governor Baricuatro signed on June 30, her first day in office. The PHB was last active during the administration of former Governor Hilario Davide III but fell into inactivity from 2019 to 2025.

“For the past six years, the board was never convened. Imagine the missed opportunities in policy-making and funding because of its absence,” said Dr. Nikki Catalan, the Piso Capitol Public Health Consultant.

The revival of the PHB comes at a crucial time, especially with the Universal Health Care Act (RA 11223) in full effect. This law mandates that local health boards play an active role in managing health services, including the Special Health Fund, and exercising supervision over health facilities and human resources in their jurisdiction (DOH).

The Role and Mandate of the PHB

Under Governor Baricuatro’s executive order, the PHB’s tasks will go beyond overseeing the operations of the provincial health system. The Board will serve as the primary advisory body for the governor and the Provincial Board on matters related to public health. Specifically, the PHB will:

  • Initiate, propose, and review health policies and sectoral plans.
  • Recommend health programs and budgetary proposals to ensure alignment with both national health goals and local needs.
  • Manage the Special Health Fund allocated for health projects and facilities within Cebu province.

By providing these recommendations, the PHB will ensure that Cebu’s health systems operate with accountability, efficiency, and forward-thinking strategies to address emerging public health challenges.

Dr. Catalan explained that this reactivation would also strengthen governance within the provincial healthcare system and allow for better coordination between the Department of Health (DOH), PhilHealth, local government units (LGUs), and other stakeholders.

Leadership and Structure

Gov. Baricuatro will chair the newly revived PHB, with Dr. Mary Ann Josephine Arsenal, the Provincial Health Officer, serving as the vice-chairperson.

Board Member Dr. Stanley Caminero, PHB member and health committee chair, serves with Cebu hospital chiefs, DOH, PhilHealth, and sectoral reps.

This inclusive setup ensures PHB decisions reflect Cebuano healthcare needs, especially of marginalized communities.

Gov. Baricuatro’s Health Agenda

Gov. Baricuatro has prioritized healthcare access as one of the central pillars of her governance. Her administration’s goal is to improve the health system’s coverage and reduce inequalities in service delivery, particularly for rural and underserved populations.

The Universal Health Care Act is a key driver of these reforms, and the PHB’s revival aligns with national health objectives. Specifically, the law seeks to expand healthcare services, integrate health insurance, and ensure quality services for all Filipinos. Cebu ensures every Cebuano gets access to care, regardless of economic status or location.

Dr. Catalan said the PHB will align Cebu’s health programs with national directives and improve access to resources and funding.

Key Areas of Focus for the PHB

With the reactivation of the PHB, several key focus areas will be addressed immediately:

1. Healthcare Workforce Development

A pressing concern for the province is the shortage of healthcare workers, particularly in rural areas. The PHB will collaborate with nursing schools and other educational institutions to develop programs aimed at staffing provincial hospitals and health centers.

2. Strengthening Health Facilities

The PHB will play a significant role in upgrading provincial hospitals and health centers, ensuring that these facilities meet national standards for healthcare delivery. This includes improving hospital infrastructure, providing modern medical equipment, and ensuring the availability of essential medicines.

3. Maternal and Child Health Programs

Governor Baricuatro has placed special emphasis on improving maternal and child health services. The PHB will be integral in driving initiatives to reduce infant mortality, improve prenatal care, and expand vaccination programs.

4. Universal Health Coverage (UHC)

Implementing UHC locally will be one of the PHB’s primary tasks. This integrates PhilHealth into local systems to ensure seamless care and financial protection for Cebu’s poorest families.

Challenges and Opportunities Ahead

The revival of the PHB comes with its challenges:

  • Funding and resource allocation: While Cebu has significant resources, sustaining healthcare improvements requires consistent funding.
  • Capacity building: The PHB must work to strengthen the administrative capacity of local health offices and hospital staff.
  • Geographic barriers: Reaching island and upland communities will require innovative service delivery methods, such as mobile clinics and telemedicine.

However, these challenges present opportunities for innovation in Cebu’s healthcare sector. By leveraging public-private partnerships, engaging in knowledge-sharing with national agencies, and implementing technology-driven solutions, the PHB can overcome these barriers.

Community Impact

For communities across Cebu, the PHB’s revival brings hope for more accessible, efficient healthcare.

  • Rural families Patients who once traveled far for care can now access expanded services in their local health centers.
  • Marginalized groups, Elderly residents and indigenous peoples will gain stronger representation in health policy decisions through the PHB.
  • Patients with chronic conditions They will gain better care continuity, with more resources for long-term illnesses and overall wellness.

Conclusion

The reactivation of the Cebu Provincial Health Board is a game-changer for the province’s healthcare system. Under Gov. Pamela Baricuatro, the PHB ensures Cebu’s health programs align with national policies and local needs.

The PHB unites experts, officials, and civil groups to improve health services, empower communities, and ensure no Cebuano is left behind.
