Investment Opportunities and PPPs Lead Interest at Cebu Economic Forum 4.0

515 participants from 13 countries signal demand for clearer investment pathways and project-level information

CEBU, Philippines — Investment opportunities and public-private partnerships emerged as leading areas of participant interest surrounding Cebu Economic Forum 4.0, which gathered 515 participants from 13 countries for two days of investment-focused discussions.

Organized by the Economic Enterprise Council of the Province of Cebu, the Forum was designed to help move Cebu from general investment promotion toward more specific opportunities, financing pathways and implementation.

Governor Pamela S. Baricuatro said Cebu’s challenge is no longer simply proving that opportunities exist.

“Cebu has never lacked opportunity. The challenge is to translate those opportunities into projects that investors can understand, evaluate, and act on,” Gov. Baricuatro said.

Among the accessible registration submissions analyzed after the Forum, 51.7 percent selected investment opportunities as an area of interest, while 46.4 percent selected public-private partnerships.

Other leading interests included tourism development, infrastructure, business matching, energy and renewable energy, technology and innovation, real estate, finance and project funding. Respondents could select multiple categories.

The Cebu Investment Map was the most frequently selected Forum theme in the available registration dataset at 70.4 percent.

Investment pathways followed at 55.4 percent, national and local incentives at 50.2 percent, stability and security of capital at 47.2 percent, and banks, private equity and project funding at 43.1 percent.

The results suggest that participants were seeking more than a general economic discussion.

They wanted clearer answers to practical questions:

Where are Cebu’s investable opportunities?

How can investors participate?

What incentives are available?

How can projects be financed?

What role can PPPs play?

And who can help move a project from initial interest toward execution?

That demand is closely aligned with the structure of Cebu Economic Forum 4.0, which was built around investment mapping, practical pathways, capital access, PPPs and project execution.

For Cebu, the next opportunity is clear:

Move from promoting potential to preparing opportunities investors can act on.
