Cebu Economic Forum 4.0 Draws 515 Participants From 13 Countries
Economic Enterprise Council of the Province of Cebu convenes two-day investment forum linking business, government, finance and international partners
CEBU, Philippines — The Economic Enterprise Council of the Province of Cebu successfully organized Cebu Economic Forum 4.0, drawing 515 participants connected with 13 countries to a two-day gathering focused on investment, business partnerships, financing, and regional economic cooperation.
Held on September 8–9, 2026 at the Cebu Provincial Capitol Social Hall, the Forum brought together business leaders, investors, national and local government officials, financial institutions, entrepreneurs, policymakers, development partners, members of the academe, and international stakeholders around one central objective: turning Cebu’s economic opportunities into viable investments, partnerships, and projects.

Governor Pamela S. Baricuatro said the Forum reflected the Province’s push to move from simply presenting Cebu’s potential toward creating clearer pathways for investors to participate.
“Cebu has never lacked opportunity. The challenge is to translate those opportunities into projects that investors can understand, evaluate, and act on,” Gov. Baricuatro said.
The Economic Enterprise Council of the Province of Cebu serves as an institutional platform for advancing enterprise development, investment opportunities, economic initiatives, and stronger public-private collaboration. Through Cebu Economic Forum 4.0, the Council brought government, business organizations, investors, financing institutions, and development partners into one venue to strengthen Cebu’s investment ecosystem and identify practical next steps.
The Forum’s international reach further underscored Cebu’s growing position as more than a domestic business center. With participants connected with 13 countries, CEF 4.0 strengthened Cebu’s role as a potential gateway linking investment opportunities across the Visayas, Mindanao, and international markets.

Over two days, the program examined global strategy, the Philippine and regional economy, Cebu’s investment landscape, national investment priorities, peace and regional integration, public-private partnerships, access to capital, electric mobility, and practical pathways for moving opportunities from discussion to execution.
Available registration at CebuEconomicForum.com data also pointed to strong demand for investment-oriented information. Among the accessible registration submissions, the Cebu Investment Map was the most selected Forum theme at 70.4 percent, while investment opportunities and public-private partnerships emerged as the leading areas of interest.
The results reinforce the strategic direction behind Cebu Economic Forum 4.0: investment promotion should not end with awareness.

It must lead to project identification, investor engagement, financing conversations, business matching, partnerships, and implementation.
For the Economic Enterprise Council of the Province of Cebu, the 515 participants and 13-country reach represent only the beginning.
The longer-term measure of success will be found in the projects developed after the Forum, businesses connected to financing, partnerships strengthened, investors engaged, and opportunities ultimately converted into economic activity and jobs.
