LILOAN, CEBU — The mountain barangay of Mulao in this municipality is set to gain a more reliable water supply as the Cebu Provincial Government begins the construction of a Level III water system to serve its residents.
Governor Pamela Baricuatro led the groundbreaking on August 18 for the Mulao Level III Water Supply System Phase I, a project intended to address the barangay’s water problem.
A Level III water system is a public water supply network featuring a water source, a storage reservoir, a piped distribution system, an adequate water treatment facility, and individual household taps.
The project is particularly significant for residents whose previous water source was damaged by Typhoon Tino last year, forcing them to rely on purchased water and small springs along the river system.
Barangay Health Worker Richel Naval said Mulao’s previous water source, which was taken from the Tuhob section of the Cotcot River, was destroyed by the typhoon.
“Dako gyud nig matabang kay dili nami magbayad sa binaril, unya mas maka-save. Dili na pod mi ingon maglakaw og layo, mangitag tubig, kay naa naman siya sa balay gyud,” Naval said.
Naval said residents have since been scouring the river system for small springs to augment the water they purchase from private vendors, who sell water at P200 per barrel.
The Capitol is allocating P1.2 million for the first phase of the project, which involves drilling at the water source located 105 meters above sea level.
Beyond household needs, Naval said a reliable water supply is also important to residents who raise hogs for a living, as livestock raising requires a steady supply of water.
She expressed gratitude to Gov. Baricuatro for prioritizing the project, saying access to water is a basic necessity for the community.
