𝐂𝐚𝐩𝐢𝐭𝐨𝐥 𝐛𝐨𝐥𝐬𝐭𝐞𝐫𝐬 𝐞𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐥𝐚𝐰 𝐞𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐏𝐄𝐃𝐎 𝐭𝐫𝐚𝐢𝐧𝐢𝐧𝐠
Recognizing the need to further capacitate and strengthen environmental law enforcers, the Cebu Provincial Government, through the Provincial Environment and Natural Resources Office (PENRO), in partnership with key law enforcement and environmental agencies, conducted a two-day Environmental and Fisheries Law Enforcement Training for Police Environmental Desk Officers (PEDOs) on August 13–14, 2026, in a hotel, Cebu City.
The activity gathered 40 law enforcers from the Philippine National Police (PNP), Philippine Coast Guard (PCG), and Criminal Investigation and Detection Group (CIDG), in partnership with PNP Cebu Police Provincial Office, Department of Environment and Natural Resources (DENR), Mines and Geosciences Bureau, Philippine Coast Guard and Bureau of Fisheries and Aquatic Resources (BFAR).
The training aims to strengthen the capacity of PEDOs and partner enforcement agencies in implementing environmental laws and responding to violations involving forests, coastal resources, fisheries, mining, sand and gravel, quarry resources and other protected natural resources.
Participants tackled relevant environmental laws and enforcement procedures, including the Revised Forestry Code, Philippine Mining Act, Philippine Fisheries Code, Wildlife Act, Ecological Solid Waste Management Act and the Expanded National Integrated Protected Areas System (ENIPAS) Act.
Discussions also covered environmental case procedures, evidence management, coastal law enforcement and Cebu Province policies on sand, gravel and quarry resources.
They were also given an opportunity to undertake a hands-on examination and verification of transport documents used in the movement of quarry resources and minerals. Through this practical exercise, they were guided in checking the validity, completeness, and authenticity of the documents and in identifying possible indicators of falsified, spurious, or otherwise questionable transport documents.
The two-day training provided them practical knowledge and skills that they can apply in actual field inspection and enforcement operations.
PENRO said the initiative is intended to address gaps in the knowledge and capabilities of designated environmental desk officers resulting from personnel changes and reassignment, while improving coordination among law enforcement agencies and government offices.
The activity supports Governor Pamela S. Baricuatro’s environmental protection agenda, particularly its continuing efforts to safeguard Cebu’s natural resources and promote a healthy, vibrant and sustainable environment.
By building a stronger and more coordinated environmental enforcement network, the provincial government seeks to improve the prevention, detection and response to environmental violations at the local level. The training also advances a ridge-to-reef approach, recognizing the need to protect Cebu’s forests, coastal areas and other interconnected ecosystems as part of building resilient and sustainable communities.
A second batch of the training will be conducted on August 20–21, 2026, for participating local government units in Southern Cebu. This will further expand the reach of the program and strengthen the environmental enforcement network across the province. 𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶, 𝑷𝑬𝑵𝑹𝑶
